Civil Engineering

Planning, designing and administering the construction of public works facilities of sewers, drainage and streets are the primary activities of the Engineering Division's Civil Section. The Section will administer new storm water quality standards that are federally mandated which will require new methods and additional facilities for the management of the City's drainage system.

To ensure that services are available to undeveloped areas in the City, staff will plan and coordinate with developer's and property owners the extension of public works facilities. Designing the improvements begins after completion of property owner coordination and the funding source is identified. The staff administers the solicitation of bidders for construction contracts, administers the contract through the course of the construction, and when construction is completed and final City inspection has occurred, presents the project to City Council for acceptance for City maintenance and operation of the facility.

The Civil Section provides contract administration for large maintenance projects such as slurry sealing bi-annually the asphalt pavement surfaces, structural asphalt overlays of streets and providing engineering for solutions to drainage problems. Also, permits for sidewalk and driveways are issued and inspected. Any excavation or facility affecting the public right of way is permitted and monitored by the Civil Section through the issuance of an Encroachment Permit.
