                                                         General Summary of Duties

Under the general supervision of the Supervising Civil Engineer or manager, performs the more complex inspections of contractors’ work and materials to assure compliance with contract documents for public works construction projects pertaining to the improvement of streets, storm drainage and wastewater infrastructure; may provide lead direction as assigned.  Performs related duties as required.

 

 

                                                       Distinguishing Characteristics

The Construction Inspector 2 classification is a fully skilled journey in the Construction Inspector series.  Employees in this classification have the full set of technical knowledge and skills to work independently in the field on assigned projects and receive only occasional instruction or assistance as new or unusual situations arise.  The Construction Inspector 2 is distinguished from the Construction Inspector 1 in that it is the fully qualified journey inspector responsible for large, complex municipal inspections that typically have tight schedules, involve intensive coordination among stakeholders and may have high visibility in the community. This position may also provide lead direction for Construction Inspector 1 or other positions with construction related inspection responsibilities.

 

Supervision Received and Exercised:  Receives supervision from a Supervising Civil Engineer or other Manager.  Does not exercise supervision.

             

 

Essential Job Functions: Any one position may not include all of the duties listed nor do the listed examples include all tasks, which may be found in positions of this class.

·         Inspects work and materials of contractors to assure compliance with contract specifications, documents and project permits; notes deficiencies in project work and notifies contractor; maintains a record of deficiencies; monitors and guides compliance with contract requirements;

·         Reads and evaluates contract specifications and plans for assigned projects; makes recommendations for changes in projects that allow construction to proceed in a timely manner and recommends methods or changes to avoid constructability issues;

·         Performs tests, or coordinates testing and inspections by appropriate agencies, of materials/products or equipment to assure compliance with contract specifications; prepares detailed reports of special test procedures and results;

·         Prepares contract status reports and maintains a job diary; completes a file memo to record unusual occurrences in field work, informs supervisor of project issues and recommends options to address topic;

·         Maintains positive working relationships with contractors, consultants, the public, utility companies, and other affected agencies;

·         May provide lead direction for the Construction Inspector 1 or other staff as directed by Supervisor;

·         Investigates complaints and coordinates interactions between property owners, contractors, or appropriate agency;

·         Completes a written report to include photographs and sketches of accidents, safety issues and/or property damage, in and around work sites and follows up with appropriate individuals or agencies regarding safety issues;

·         Reviews contractor payment requests to recommend payment and documents modifications to payment requests based on project status of construction deliverables;

·         Monitors project schedules and documents impacts such as delays, weather, etc. to track work production and milestones;

·         Completes construction documentation requirements based on funding from local, state and/or federal agencies as required;

·         Assists with negotiating contract change orders, construction directives, and requests for price quotes needed to successfully complete the public improvement project(s);

·         Serves as a Public Works representative and lead liaison for all phases of construction; provides on-site surveillance of construction work, materials, products, deliverables and installation methods;

·         Maintains regular job attendance and adherence to working hours;

·         Performs other related duties consistent with the role and function of the classification.

 

Other Duties:

·         Participates in public information meetings or may conduct site visits/tours of construction activities as assigned;

·         Assists, as assigned, with project coordination, review, and technical and other assistance during the development of projects through the specification, design and bidding of project work.

 

 

                                                                    Qualifications

Knowledge of:

·         Construction inspection procedures, practices and methods;

·         Materials and methods used in a wide variety of public works construction;

·         Principles, practices and methods of civil and structural engineering, as applied to public works facilities construction and inspection;

·         City policies, procedures and regulations regarding contracts for public works construction;

·         Applicable construction codes and ordinances;

·         Algebra, trigonometry and geometry;

·         Laws, rules, regulations and ordinances governing installation of public works facilities/infrastructure;

·         the principles of project leadership, training and work scheduling;

·         General construction techniques;

 

Ability to:

·         Conduct inspections of assigned projects to determine contract and specification compliance;

·         Update drawings of record and provide as-built sketches;

·         Maintain detailed records of inspections;

·         Analyze construction plans, specifications and maps;

·         Operate inspection equipment (such as nuclear gauge, etc.) and evaluate readings/data;

·         Test a variety of soil conditions and construction materials;

·         Prepare technical engineering reports, maps, drawings, and layouts from notes and sketches;

·         Perform a variety of engineering calculations, and utilize computer applications as required;

·         Prepare financial reports and progress payments for individual projects;

·         Provide lead direction to other staff as required;

·        Establish and maintain effective work relationships with co-workers, contractors, representatives of other agencies, stakeholders, and others concerned with public works construction projects;

·         Conduct inspections safely at sites that are in various stages of construction, and may require walking on uneven terrain, and climbing ladders and scaffolding;

·         Travel as required;

·         Communicate both orally and in writing;

·         Use a computer and associated software in order to perform the essential functions of the position;

 

Experience and Training:  Any equivalent combination of education and experience which provides the knowledge, skills and abilities required to perform the job.  A typical way to obtain the knowledge, skills and abilities would be:

 

Training:  Completion, or equivalent, of two years of college level coursework in drafting, trigonometry, geometry, engineering, or mechanical drawing and

 

Experience:  related work experience, typically four years of increasingly responsible experience in technical engineering assignments, project management, construction inspection, and/or construction surveying.  Complex municipal projects and materials inspection experience preferred.

                                                               Working Conditions

The principal duties of this class are performed in the field and in a general office environment. The position may travel to and work at development sites. The incumbent must have the mobility and ability to perform job duties at various development sites on a regular basis. The Construction Inspector position is expected to work construction hours. This may include overtime, weekend work and/ work at night.
