Updated Schedule for Springfield Land Studies and UGB
On October 20, 2009 the planning Commission will conduct public hearings on the Springfield Residential Lands and Housing Needs Analysis (RLS).
On November 16, 2009 the City Council will conduct public hearings on the Springfield Residential Lands and Housing Needs Analysis (RLS). January 1, 2010 is the HB 3337 deadline established by the statute for completion of the initial set of tasks involved in establishing a separate urban growth boundary, specifically the residential lands "inventory, analysis, and determination" required by ORS 197.296 (3). The City is on schedule to meet this deadline. The City Council will be able to adopt the study by the end of the year.
On December 15, 2009 the Planning Commisssion will conduct a public hearing on the Commercial and Industrial Buildable Lands Study. Both of these studies constitute inventories and factual information under Statewide Planning Goal 2.
Hearings on the adoption of the Springfield urban growth boundary (UGB) and its accompanying plan map, plan policies, zoning and land development measures required to implement the new boundary and appropriately respond to the RLS and CIBL findings will be scheduled to begin in early 2010.
