HOME Investment Partnerships program (HOME)

As a member of the Eugene-Springfield HOME Consortium, The City of Springfield receives an annual allocation of HOME funds from the US Department of Housing and Urban Development (HUD). These funds can be used to support a variety of activities that address affordable housing.

Homeownership. Providing affordable opportunities for homeownership is an important goal of the City of Springfield. The City has contributed HOME funds to support the construction of new, affordable homeownership housing developed by area non-profit developers such as the St. Vincent de Paul Society of Lane County and the Neighborhood Economic Development Corporation (NEDCO).

Affordable Rental Housing. The City collaborates with several agencies to provide permanent, affordable rental housing. These units meet stringent Housing Quality Standards established by HUD and are available to low and very-low income households. Some of the units are reserved for persons with developmental and/or physical disabilities.

Housing Rehabilitation. HOME funds also provide a source of support for agencies who acquire housing in less than ideal condition. HOME funds can be used to completely renovate a structure, using new, energy efficient materials and construction methods and provide safe, comfortable and affordable rental or ownership housing to low-income families.

A rennovated house by Alvord-Taylor becomes a group home for developmentally disabled adults.
Metropolitan Affordable Housing rehabilitated the College Corner Apartments to provide affordable housing for LCC students.
St. Vincent de Paul renovated this HOPE 3 home to provided an opportunity for affordable home ownership.

 

Springfield Home Ownership Program (SHOP). HOME funds provide down payment assistance to low-income homebuyers through the SHOP. Up to $10,000 may be available to help with down payment and other eligible closing costs. For more information about the SHOP, call our Housing Programs staff at 726-2358.
