Community Development Block Grant Program Highlights
Springfield uses its annual Community Development Block Grant (CDBG) allocation for many activities that benefit all of our residents. Some examples of the projects, programs and activities that receive CDBG support are:
Children and Youth
- SCAR-Jasper Mountain-- Rehabilitation of a residential care facility for abused children.
- Head Start-- Acquisition of a classroom and daycare facility for lower income children.
- The Child Center-- Construction of new Resource and Learning Library to serve at-risk children and families.
- Public improvements-- Renovation and enhancements to six neighborhood parks.
- Relief Nursery-- Assist with the development of a childcare facility in mid-Springfield to serve at risk children and their families.

Disabled and Elderly
- Alvord-Taylor, Inc.-- Acquisition and rehabilitation of six group homes for developmentally disabled adults.
- Mainstream Housing-- Acquisition and rehabilitation of 24 units to serve developmentally disabled and low-income households.
- St. Vincent de Paul Society-- Assisted with acquisition of property for the development of a residential care
facility for seniors.
- CHORE Program-- Provides assistance to low-income elderly or disabled homeowners for the upkeep of their properties.
- Pearl Buck Center-- Assisted with upgrading the HVAC system in the Pearl Buck facility in West Eugene. Pearl Buck Center provides job training and support services for disabled adults, and schooling for their children.

At-Risk Populations
- Brethren Housing-- Rehabilitation of emergency housing facility for homeless households.
- Shankle SafeHaven-- Rehabilitation of care facility for homeless, disabled or addicted adults.
- Sexual Assault Support Services-- Acquisition and rehabilitation of care and advocacy facility for victims of domestic violence.
- CASA of Lane County-- Acquisition of an administration and training facility for volunteers who assist children who have been removed from their homes due to violence or neglect inflicted upon them by family members.
- Womenspace-- Acquisition of administration and service facility in Eugene for the support of victims of domestic violence.

Support to Social Services
- Food For Lane County-- Collects and distributes food to families in need throughout Lane County.
- Whitebird Medical Clinic-- Provides medical and dental services to low-income persons.
- Looking Glass Youth Center-- Provides support, job training and advocacy for at-risk youth.
- Catholic Community Services-- Provides food box and energy assistance to households in need. The services are provided out of the Springfield Community Center at 10th and G Street.
- St. Vincent de Paul-- Provides emergency night shelter and daytime services for homeless families.

Housing Assistance
- NEDCO, St. Vincent de Paul, Mainstream, Metropolitan Affordable Housing-- CDBG assists non-profit housing developers with the redevelopment of distressed residential properties, creating new housing opportunities for low and very-low income renters and homeowners.
- Lock-Out-Crime Project-- Home security assistance to low-income households.
- St. Vincent de Paul-- Royal Building downtown mixed use project. This project creates 33 affordable housing units to Downtown. The five story structure has a first floor for commercial use and four floors of housing. completed in October 2007.
- Aster Apartments for Seniors-- Completed in 2009, this project was developed under the HUD 202 Program and will provide 55 affordable units for low-income seniors.
- Habitat for Humanity-- Development of the Meyer Subdivision will create 10 units of affordable homeownership housing for low-income families.

Community Development
- Acquisition and rehabilitation of the Springfield Community Center to centralize services to area low-income households. Services include food box program, energy assistance, homeless services, counseling and advocacy.
- Emerald Empire Art Center-- Rehabilitation of a historic building in downtown Springfield for a community visual art center and gallery.
- Richard E. Wildish Theater-- Acquisition and renovation of a blighted and underutilized structure in the heart of downtown to convert into a regional community performing arts center. Completed in November 2006.
- Street Improvement Projects in low-income neighborhoods act as a catalyst to neighborhood revitalization.
- Downtown Streetscape Project-- Enhance the pedestrian environment and public safety in the downtown area with improved street lighting and amenities.
- Lane MicroBusiness-- Provides microbusiness assistance to low-income micro entrepreneurs.
