The Development and Public Works (DPW) Department is organized into five divisions:

  • Community Development: looks at the long-term future of the community and how we might grow. Interim Manager, Sandy Belson
  • Current Development: oversees changes to property inside the City or the Urban Growth Boundary around it. Manager, Greg Mott
  • Environmental Services: protects Springfield's water resources by managing a stormwater program and partnering in the regional wastewater program. Manager, Matt Stouder
  • Operations: keeps the City's systems- streets (including traffic signals), wastewater, stormwater- running smoothly. Manager, Brian Conlon
  • Administration: oversees department budget, provides front counter customer service, and public information and outreach. Interim Director, Tom Boyatt

CITY OF SPRINGFIELD

A PUBLIC HEARING OF THE SPRINGFIELD CITY COUNCIL WILL BE HELD ON MONDAY MAY 7, 2018 AT 7:00 P.M. IN THE COUNCIL CHAMBERS, SPRINGFIELD CITY HALL, 225 FIFTH STREET, SPRINGFIELD, OREGON, TO CONSIDER THE FOLLOWING PROPOSAL:

  • Annexation of Territory to the City of Springfield and Willamalane Park & Recreation District, and Withdrawal of Territory from the Rainbow Water and Fire District, said territory being two adjoining properties addressed as 377 & 385 Deadmond Ferry Road, Assessor's Map 17-03-15-40, Tax Lots 2300 & 2400. The site is located within the City's Urban Growth Boundary and it abuts the City limits on all four sides. The Planning case number for the application is 811-18-000045-TYP4.

CITY OF SPRINGFIELD AND LANE COUNTY

A PUBLIC HEARING OF THE SPRINGFIELD AND LANE COUNTY PLANNING COMMISSIONS WILL BE HELD ON TUESDAY MAY 8, 2018 AT 7:00 P.M. IN THE COUNCIL CHAMBERS, SPRINGFIELD CITY HALL, 225 FIFTH STREET, SPRINGFIELD, OREGON, TO CONSIDER THE FOLLOWING PROPOSAL:

  • Proposed Springfield Development Code Amendment, Case 811-18-000065-TYP4. In compliance with state legislation passed in 2017 (Senate Bill 1051) and 2018 (House Bill 4031), the City of Springfield and Lane County are considering amendments to the Springfield Development Code to allow accessory dwelling units within the urbanizable area of Springfield’s urban growth boundary. The amendments proposed affect Springfield Development Code, Section 3.2-200 Residential Zoning Districts, Section 3.3-800 Urbanizable Fringe Overlay District, and Section 5.5 Accessory Dwelling Units.  These code amendments would allow owners of residentially-zoned property between the city limits and urban growth boundary to add an accessory dwelling unit on land developed with a single family detached home, subject to specific conditions identified in Sections 3.3-825 and 5.5.  The Commissions will also consider minor amendments to the standards for accessory dwelling units.

A PUBLIC HEARING OF THE SPRINGFIELD PLANNING COMMISSION WILL BE HELD ON TUESDAY MAY 15, 2018 AT 7:00 P.M. IN THE COUNCIL CHAMBERS, SPRINGFIELD CITY HALL, 225 FIFTH STREET, SPRINGFIELD, OREGON, TO CONSIDER THE FOLLOWING PROPOSAL:

  • Type III Zoning Map Amendment, Case 811-18-000053-TYP3: Proposal to amend the Springfield Zoning Map by rezoning approximately 19.6 acres of land from Community Commercial (CC) to Mixed Use Commercial (MUC) and concurrently implementing the Nodal Development (ND) Overlay District for the same 19.6 acres.
  • Type III Final Master Plan Amendment, Case 811-18-000054-TYP3: Proposal to amend the Final Master Plan phasing sequence and configuration from four phases to nine phases for the 100-acre Villages at Marcola Meadows development area in north Springfield. Proposal would also extend the eligible timeline for the Final Master Plan to July, 2023.

  • Annexation of Territory to the City of Springfield and Willamalane Park & Recreation District, and Withdrawal of Territory from the Glenwood Water District, said territory being linear strips of publicly-owned land and right-of-way abutting Franklin Boulevard and McVay Highway. The subject property is identified as Assessor’s Map 17-03-34-41, Tax Lots 2001 & 2100; Map 17-03-34-42, Tax Lots 601, 701, 801 & 901; and Map 17-03-34-44, Tax Lots 701, 901, 1001 & 3101. The subject property is located within the City’s Urban Growth Boundary and it abuts the City limits along the edge of the Franklin Boulevard and McVay Highway rights-of-way. The Planning case number for the application is 811-18-000057-TYP4.
