Telecommunications
The City of Springfield is involved in telecommunications issues in three
ways:
- The City is a significant user of telecommunications services. Those
services are managed by the City's Information
Technology Department.
- The City is also a regulator of telecommunications Activity that
occurs within the City. Under The Springfield Municipal Code, companies
who seek to engage in the telecommunications business within the City
of Springfield must apply for an receive a license for that purpose.
In addition, those companies who wish to use the public right of way
for telecommunications purposes must enter into a Public Way Use Agreement
with the City. That agreement sets out the terms under which the public
right of way may be used, and specifies the compensation that the City
is entitled to receive for a private companies use of the valuable public

- Finally, the City is involved in telecommunications by virtue of
its participation in two regional intergovernmental organizations which
have rights to a substantial network of telecommunications infrastructure
located in southwestern Oregon. These regional groups: the Regional
Fiber Consortium and the Fiber
South Consortium , were formed in connection with agreements between
several of the cities in the region and two inter-exchange telecommunications
companies who agreed to provide fiber optic cable to participating local
governments in lieu of cash compensation for use of the public rights
of way within these cities.
