Engineering Design Standards and Procedures

The City of Springfield, Public Works Department updated the Engineering Design Standards and Procedures Manual for public infrastructure in 2006. The manual is intended to help the development community identify acceptable design options and standards, and to explain permitting procedures, requirements and schedules.

The manual includes design standards for street, sanitary, storm water quality and storm water capacity. The manual addresses traffic, hillside development and erosion control, plus drafting standards and the electronic acceptance of projects. A section on procedures for the submittal and approval of privately engineered projects is also provided. There are many new or updated design and procedural requirements being proposed in this manual. All design manual forms are also available.

The Engineering Design Standards and Procedures Manual was adopted by the Springfield City Council on October 7, 2002. Updated sections were adopted on April 17 and June 15, 2006.

To reduce confusion regarding the Survey Control Section of the Engineering Design Standards and Procedures Manual (Section III, Chapter 11.08), the City has made the following refinements, effective May 24, 2010:

  • Clarification on horizontal projections, how projection values are expressed in as-built documents and how the City can assist in establishing these values
  • Clarification on vertical datum
  • Clarification on the replacement of destroyed monuments

For any questions regarding these new refinements, please contact Chris Moorhead, City Surveyor: cmoorhead@ci.springfield.or.us
