Chief Jerry D. Smith

The Office of the Chief provides direction for the police department through planning, organizing, staffing, directing, coordinating, reporting and budgeting activities of the department.  The main goal is to provide the leadership necessary to direct the efficient and effective administration of the department in a manner that is consistent with the department's  mission, values and goals.  Primary objectives are responsiveness to citizen concerns, accountability, positive community relations, and positive employee relations.  A management analyst and administrative secretary provide the support necessary for the Office of the Chief to meet goals and objectives.

Captain Richard Harrison
Patrol Division

Captain Harrison is a long time resident of Springfield, having lived here for over 30 years.  He graduated from Marist High School in Eugene and has attended both Lane Community and Northwest Christian College locally.  Captain Harrison has been a police officer for 22 years, all with the Springfield Police Department.  He began his career with Springfield as an Explorer Scout in 1973, was hired as an officer in 1978 and has worked through the ranks to the rank of Captain.  He has enjoyed assignments in all areas of the department, including patrol, investigations, narcotics and a motorcycle assignment. 

Captain Richard L. Lewis
Investigations & Records

Captain Lewis has lived in the Springfield area for almost 30 years.  Having lived here as a child and then moving with his family to Sherwood, Oregon, he graduated from Sherwood High School.  After graduation Captain Lewis moved back to the area.  He attended both Lane Community College and George Fox College, receiving an Associate's degree in Criminal Justice and a Bachelor's degree in Human Resource Management.  Captain Lewis has worked for the Springfield Police Department since 1983.  In this time, he has spent 13 years as an investigator, as well as 15 years on the SWAT Team.  Captain Lewis is currently the SWAT Commander.
