GENERAL DUTIES AND RESPONSIBILITIES

Under the general direction of the Public Works Director, manages and supervises all activities, programs, and personnel of the Transportation Division. Performs related duties as required.

Essential Duties

1. Manages, supervises, participates in, and evaluates programs and staff members who may be engaged in one or more of the following activities: the review of development plans; traffic safety studies; area bus routes and stops; short and long-range transportation planning; traffic control improvements; and special engineering studies.

2. Coordinates the division's budget and participates in the preparation of the department budget; contributes to grant proposals for transportation projects; participates in Capital Improvement Projects as they relate to division responsibility.

3. Represents the Transportation Division, the Public Works Department, or the City as assigned; may act in the absence of the Public Works Director as required.

4. Completes the more complex activity reports, and assigns, reviews, and may participate in, the more difficult analysis of division engineering data.

5. Utilizes a City-wide perspective in supervising the revision and adoption of City Ordinances related to traffic control; serves as liaison to the City Council, Planning Commission, City committees, and outside agencies.

6. Informs the Public Works Director of significant issues and problems as they occur; proposes solutions after an analysis of facts, conditions, and other relevant information.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Thorough knowledge of management and decision making techniques, principles, and practices as they relate to public works operations; considerable knowledge of the principles and practices of traffic engineering and transportation planning; considerable knowledge of the principles and techniques of grant and contract administration; considerable knowledge of organizational budget methods, procedures, and techniques; considerable knowledge of mathematics, including geometry, trigonometry, and calculus; knowledge of information systems capabilities and applications; ability to manage a public works division of technical and professional engineering employees; ability to read, interpret, and prepare the more difficult transportation and traffic engineering plans, studies, and reports; ability to apply local, state, and federal laws, regulations, policies, and procedures as they relate to public works transportation and traffic programs; ability to work satisfactorily with a team-oriented management style; ability to communicate effectively in oral and written formats, and convey technical information to commissions, boards, other agencies, elected officials, and the general public; ability to travel as required; ability to establish and maintain harmonious working relationships; ability to prepare complex reports that are accurate and understandable; ability to utilize computer hardware and software sufficiently to perform the duties of the position.

Experience and Training

Completion, or equivalent, of a job-related four year college degree program, and five years of progressively responsible experience in traffic engineering, traffic operations, or transportation planning, to include one year as a supervisor or mid-manager. A job-related Master's Degree may be substituted for one year of the non-supervisory experience, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities.

Licenses and Certifications

An Oregon driver's license is required at the time of appointment.
