City of Springfield TRAFFIC ENGINEER Pay Grade: 39 FLSA Status: Exempt Bargaining Unit: Nonunion GENERAL DUTIES AND RESPONSIBILITIES Under the general direction of the Transportation Manager, performs supervisory and professional level duties in organizing and implementing the City's transportation planning, traffic engineering and traffic operations. Performs related duties as required. Essential Duties 1. Supervises, coordinates, and participates in the design, operation and installation of traffic signs, signals, streetlights, and pavement markings on City streets. 2. Coordinates and participates in the review of development plans, traffic safety studies, area bus routes and stops, short and long-range transportation planning, and traffic control improvements; conducts special engineering studies. 3. Recommends revision and adoption of City Ordinances related to traffic control; may serve as liaison to City Committees. 4. Supervises and participates in the acquisition of grants from other governmental agencies for transportation projects. 5. Confers with City personnel, representatives of outside agencies, and the public regarding traffic engineering matters; prepares and presents reports to the City Council, Planning Commission, and other agencies and groups regarding transportation issues. 6. Supervises the work of assigned division employees. QUALIFICATION REQUIREMENTS Knowledge, Skills, and Abilities Thorough knowledge of principles and practices of traffic engineering; knowledge of Federal and State laws and statutes related to traffic engineering; knowledge of principles and practices of transportation planning; knowledge of mathematics, including geometry, trigonometry, and calculus; knowledge of the operation of traffic control equipment; ability to read, interpret, and prepare transportation and traffic engineering plans, studies, and reports; ability to analyze complex technical information; ability to utilize computer hardware and software sufficiently to perform the duties of the position; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with City employees, elected officials, Advisory Commissions, representatives of outside agencies, and the public; and ability to organize and supervise the work of others. Experience and Training Graduation from a four-year college/university with a degree in civil engineering and major coursework in traffic engineering, and four years of progressively responsible engineering experience, to include at least one year of supervisory experience. A Master's degree may be substituted for one year of the non-supervisory experience, or any combination of experience, training and education that provides the required knowledge, skills and abilities. Licenses and Certifications Registration as a Professional Civil or Traffic Engineer in the State of Oregon or ability to obtain such registration within 12 months. An Oregon driver's license is required at the time of appointment.
