GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Information Technology Director, provides technical and functional lead direction for employees working within the PeopleSoft programs. Performs related duties as required.

Essential Duties

1. Provides administrative and technical support for, and receives guidance from, the PeopleSoft Steering Committee, the policy-making entity for the project.

2. Provides leadership and coordination of cross-functional system demands.

3. Participates in planning and coordinating the implementation of system enhancements; establishes work plans for the implementation of chosen system enhancements and upgrades.

4. Provides leadership for the PeopleSoft technical team; provides lead direction and technical advice for the work activities of technical resources assigned to supporting system enhancements and upgrades, and resolving system problems.

5. Defines system requirements using facilitation, Business Area Analysis (BAA), and Business System Design (BSD) techniques; provides project management of BAA and BSD activities in relation to the development of the PeopleSoft systems.

6. Provides high level technical assistance to system users by applying advanced tools of the system, to include: Query, Crystal Reports, ODBC, Views, nVision, and others.

7. Develops the necessary analysis to complete functional implementations, enhancements, and upgrades to the system as requested by the users and/or the PeopleSoft Steering Committee.

8. Participates in the coordination of contract support for the system's upgrades and enhancements; interacts with vendors and other agencies.

9. Attends, and participates in, conferences, seminars, training classes and meetings.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, & Abilities

Thorough knowledge of PeopleSoft programs, structure, tools, and capabilities; thorough knowledge of relational database management systems, particularly Microsoft SQL server; considerable knowledge of ERP systems and methodologies; knowledge of structured methodologies such as Information Engineering, Business Area Analysis and Business System Design; ability to work effectively with executive, management and staff employees; ability to work effectively on multiple projects; ability to successfully work with rapidly changing requirements and emerging opportunities; ability to participate in, and lead group design sessions; ability to convey technical information to persons who are unfamiliar with advanced computer technology; ability to facilitate Business Area Analysis and Business Systems Design projects, and provide the necessary leadership; ability to apply software testing methods, tools, and techniques; ability to learn the administrative methods and procedures of the Information Technology Department; ability to work harmoniously with co-workers, other agencies, consultants, contractors and vendors; ability to travel as required.

Experience and Training

Completion, or equivalent, of a job-related four year college degree, plus related work experience, typically four years of progressively responsible work in Client/Server and/or ERP implementation, maintenance and development, or any combination of experience and training that provides the required knowledge, skills, and abilities.
