SURVEYOR

 

 

 

GENERAL DUTIES AND RESPONSIBILITIES

 

Under the general supervision of the City Surveyor, or other Public Works manager, reviews and researches, and may prepare documents, that include deeds, easements, right-of-way records, improvement agreements, sewer hook-ups, and conditional use permits; completes floor elevation certifications, and works on the Survey Crew as needed.  Performs related duties as required.

 

Essential Duties

 

1.     Examines the work submitted by private sector Land Surveyors, and prepares and coordinates comments from other City sections and Lane County; prepares and certifies Land Surveys for filing with the County Surveyor’s Office; signs plats in the absence of the City Surveyor.

 

2.     Prepares documents for both Public Works and Development Services Departments which include: deeds, easements, improvement agreements, assessments for LID projects, sewer hook-ups, and conditional use permits; performs and prepares Floor Elevation Certifications.

 

3.     Researches land records and right-of-way records, performs calculations, and prepares legal documents for right-of-way acquisitions and/or vacations; performs surveys to be filed with the County for right-of-way and remonumentation; provides professional services of a Water Rights Examiner for the Engineering Division, and other departments as needed.

 

4.     Reviews, records, and files legal documents on behalf of the department, other City departments, and the public; may function as a Notary Public, as needed.

 

5.     Reviews and analyzes surveying, engineering, and GIS software needs; researches and recommends survey equipment and software; develops and implements the use of new technologies; serves as a resource person for the implementation and training of coworkers on new software.

 

6.     Designs, drafts, and writes specifications and completes cost estimates for Public Works projects; develops Requests for Proposals for purchasing survey equipment and services; reviews and assists in the development of GIS proposals.

 

7.     Maintains survey-related inventories of legal documents and maps; assists in the development of spatial data collection methodologies.

 

8.     Represents the Survey Section on local and regional GIS committees; provides new plat data for the updating of the county Assessment and Taxation maps.

 

9.     Develops preliminary feasibility designs for future projects; performs a Public Works review of residential building permits and calculates SDC fees.

10.   Inspects City public improvement projects; works on the survey field crew as needed.

 

 

QUALIFICATION REQUIREMENTS

 

General Knowledge, Skills, and Abilities

 

Considerable knowledge of field and office surveying principles and practices; knowledge of engineering principles, to include GIS equipment and methodologies; knowledge of statutory law that pertains to surveys and engineering; knowledge of water rights examinations and the adjudication process; ability to learn, use, and train staff in the use of current survey, engineering, GIS, and general office software; ability to complete the research of land records, apply certain legal principles to survey tasks, and write accurate legal descriptions; ability to review residential building permits and to compute SDCs; ability to perform advanced mathematical computations, and the analysis needed for complex survey problems; ability to complete civil engineering design, drafting, specification writing, cost estimating, and project inspection; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform assigned duties; ability to communicate effectively in technical and non-technical formats; ability to represent the City Surveyor, the Surveying section, and the department, as needed; ability to work effectively with other employees, contractors, other agencies and surveyors, elected officials, and the general public;   ability to travel as required.

 

Experience and Training

 

Completion, or equivalent, of two years of college with coursework in engineering or surveying, and two years of professional experience in surveying.  A Bachelor’s Degree in a related field may be substituted for one year of experience, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities.

 

Licenses and Certificates

 

Registration as a Professional Land Surveyor in the State of Oregon

 

Registration as a Water Rights Examiner preferred

 

A valid Oregon driver’s license at the time of appointment
