City of Springfield STORMWATER FACILITIES PLANNER Pay Grade: 126 FLSA Status: Exempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES: Under the general supervision of the Environmental Services Manager, coordinates, develops, implements, and maintains related plans and projects; ensures compliance with Federal, State, and local environmental requirements, and conducts engineering studies, modeling, and review of stormwater plans and projects. Performs related duties as required. Essential Duties 1. Performs professional long-range facilities planning and project management duties in cooperation with other City divisions and departments; participates in project and RFP development, consultant hiring, contract management, contractor oversight, and group facilitation. 2. Completes, or coordinates, engineering tasks and computer modeling in the preparation of studies, designs, plans, specifications and calculations that are required for the planning and construction of stormwater conveyance and treatment facilities, and other associated Public Works improvements. 3. Prepares, or coordinates preparation of, documents related to contract administration; monitors and manages Public Works construction projects to assure quality of construction, conformance with contract requirements, and compliance with applicable State and federal laws. 4. Reviews public improvement designs and documents prepared by consulting engineers for compliance with City specifications; initiates, or participates in, the development and implementation of municipal stormwater permitting efforts. 5. Serves as a liaison with other public and private agencies for the planning and completion of Public Works projects. 6. May provide lead direction for work assignments of staff technicians; reviews and evaluates work for quality and timely completion. 7. May represent the Environmental Services Division and/or Engineering Division on various internal or external committees and workgroups, in order to develop policy and recommendations, or requirements regarding rulemaking that affects private or public development, or stormwater infrastructure or permitting requirements. 8. May make staff presentations in public meetings to elected and appointed officials, and to members of the public; may facilitate advisory committee meetings. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Considerable knowledge of the principles and techniques of contract document preparation, and contract administration as they apply to technical planning studies; knowledge of the principles and practices of civil and environmental engineering, hydrology, and hydraulics as they relate to Public Works improvement projects and stormwater management facilities; knowledge of stormwater Best Management Practices; knowledge of federal and state water quality and public facilities planning laws; ability to initiate/manage complex long-range planning studies involving multiple disciplines, objectives and regulatory requirements; ability to apply civil engineering principles and techniques; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform the duties of the position; ability to establish and maintain effective working relationships with City employees, elected and appointed officials, representatives of outside agencies, consulting engineers, private developers, and the public; ability to organize the work of others, and provide technical and functional leadership; ability to coordinate large diverse work groups and resolve inherent conflicts; ability to communicate effectively in oral, electronic, and written formats; ability to travel as required. Experience and Training Completion, or equivalent, of a four-year degree program, with major coursework in civil or environmental engineering, stormwater management, or a related field, plus related experience, typically four years of progressively responsible experience in environmental and stormwater facility management and planning. Registration as a Professional Engineer may be substituted for one year of the required experience, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities. Licenses and Certifications Appointee must have a valid
Oregon driver's license at the time of appointment.
