Under the general direction of a Department Director, performs complex analytical and administrative duties in support of one or more programs, to include budget preparation, grants administration, and program development, implementation, and coordination. Performs related duties as required. Essential Duties 1. Performs complex analyses of budgetary, organizational, management, policy, and legal issues and recommends courses of action; completes a variety of research and program development activities, and advises management staff on fiscal and program policy matters. 2. Coordinates, and may supervise, activities of programs, sub-programs, and special projects; serves as department liaison with other departments, program representatives, agencies, and members of the community; may function as the information systems interface for the Department. 3. Prepares and monitors the preparation of reports related to budget, program, department, and Citywide activities; presents the findings/reports in formal and informal meetings for affected departments, agencies, or members of the community. 4. Coordinates the development, administration, and monitoring of department program budgets for accountability regarding revenue and expenditures; administers a variety of contracts, and may participate in contract preparation, review, and the contractor selection processes. 5. Reviews laws, regulations, and pending legislation for impact on department programs; prepares implementation plans and/or official responses to proposed legislative changes; may develop and maintain related procedures for compliance with appropriate regulations and policies. 6. Prepares a variety of correspondence and documentation on behalf of the Department, to include media releases and complex technical materials; provides information, training, and technical assistance to employees, other agencies, and community groups. 7. Participates as a member of the Department Management Team by contributing to policy formulation, program development, and organizational planning; may repre-sent the Department, or act in the absence of the Department Director. 8. May supervise one or more Department employees in the completion of program or project activities. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Thorough knowledge of organizational analysis methods, techniques, and procedures; considerable knowledge of statistical methods and techniques; considerable knowledge of grant and contract administration requirements; considerable knowledge of principles of municipal budgeting and finance; knowledge of statutes and regulations that affect local government operations; ability to develop and implement programs; ability to interpret complex guidelines; ability to initiate and conduct complex statistical and analytical studies; ability to analyze information and formulate complex financial, administrative, organizational, and management recommendations; ability to develop, administer, and monitor budgets; ability to assign and review the work of assigned staff; ability to learn operations that are unique to the department and the City; ability to prepare and present accurate, understandable reports; ability to supervise staff or serve as a project leader; ability to utilize word processing, spreadsheet, database, and network operating systems sufficiently to perform assigned duties; ability to communicate effectively; ability to work effectively with other employees, other agencies, elected officials, and the general public; ability to travel as required. Experience and Training Completion, or equivalent, of a job-related four-year college degree program, plus related work experience, typically four years of increasingly responsible professional business administration and program coordination experience, to include one year as a supervisor or project leader. A job-related Master's Degree may substitute for one year of experience, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses & Certifications Appointee must possess a valid Oregon driver's license at the time of appointment.
