CITY OF SPRINGFIELD PROJECT MANAGER (RiverBend Project) Pay Grade: 40 FLSA Status: Exempt Bargaining Unit: Nonunion GENERAL DUTIES AND RESPONSIBILITIES Under the administrative direction of a department director, manages and coordinates planning and construction activities associated with the RiverBend Project. Performs related duties as required. Essential Duties 1. Plans and coordinates City
program activities that are related to the RiverBend Project, to ensure
that goals and objectives are accomplished within prescribed time frames
and funding parameters, and in accordance with approved plans, guidelines,
policies, agreements, and other documents. 3. Coordinates contractors and utilities within and near the RiverBend site; provides information to all parties involved in the RiverBend project, and to the general public and affected neighborhoods; resolves complaints and conflicts. 4. Establishes a work plan
to include adequate staffing and budgeting for City activities related
to the RiverBend Project, by coordinating with the project management
consultant, PeaceHealth representatives, and City managers. 7. Provides periodic reports and project updates for City managers, other public agencies, consultants, contractors, utilities, PeaceHealth representatives, other developers, and the public 8. Provides leadership and
management support to enhance the efforts of project staff; confers with
City Department Directors when issues arise that are outside the scope
of authority for this position. QUALIFICATION REQUIREMENTS General Knowledge, Skills, & Abilities Thorough knowledge of project management concepts, methods, and techniques; considerable knowledge of the role of communication in government operations and projects; considerable knowledge of the problems and solutions that exist in the implementation of large scale construction projects; considerable knowledge of the unique factors that exist in Oregon government budgeting; knowledge of land use planning and environmental regulations in Oregon; ability to effectively utilize project management techniques, resources, and planning methods to achieve goals within established timelines; ability to provide the necessary project leadership; ability to interpret technical information, and prepare, reports, updates, and project data; ability to communicate effectively with a wide variety of technical and non-technical staff, employees, managers, contractors, and vendors; ability to utilize word processing, spreadsheet, database, and network operating systems sufficiently to perform the duties of the position; ability to produce and maintain records and documents which meet a professional standard; ability to interact productively with project staff, department managers, contractors, vendors, and the public; ability to travel as required. Experience and Training Completion, or equivalent, of a job-related four year college degree program, plus related work experience, typically four years of increasingly responsible experience in project management that includes the planning, design, and construction of large projects. A job-related Masters Degree may be substituted for one year of the experience, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses and Certifications Appointee must possess a valid Oregon driver's license at the time of appointment.
