City of Springfield PROGRAMMER ANALYST 3 (Coding and Testing) Pay Grade: 127 FLSA Status: Exempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of the Information Services Director, completes assignments, converts design specs, and participates in the coordination of contract programmers, in the implementation phase of new computer systems. Performs related duties as required. Essential Duties 1. Converts design specs, and findings from group design sessions, to create applications using high level languages, such as PowerBuilder. 2. Conducts tests of applications
with the assistance of end customers; meets with users and verifies applications
to see if they meet expectations. QUALIFICATION REQUIREMENTS General Knowledge, Skills, & Abilities Thorough knowledge of high level languages, and screen and report generators; considerable knowledge of a fourth generation language, to include PowerBuilder; knowledge of client/server architecture and GUI design concepts as they apply to systems; knowledge of structured methodologies, such as Information Engineering; knowledge of relational database concepts; knowledge of micro-computer applications and equipment; knowledge of software testing methods; ability to understand Entity Relationships and Data Flow Diagrams; ability to understand SQL; ability to convey technical information to persons who are unfamiliar with computer technology; ability to apply software testing methods, tools, and techniques; ability to participate in group design sessions; ability to organize and coordinate staff and contractor work activities; ability to write and communicate understandable user instructions, and prepare technical documentation; ability to learn the administrative methods and procedures of the Information Services Department; ability to work harmoniously with co-workers, other agencies, consultants, contractors, and vendors. Experience and Training Completion, or the equivalent, of a job-related four year college degree, plus related work experience, typically four years with the use of structured programming techniques, to include data conversion, correction, and testing, or any combination of experience and training that provides the required knowledge, skills, and abilities.
