GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Information Technology Director, completes assignments, converts design specs, and may participate in the coordination of contract programmers, in the implementation phase of new computer systems. Performs related duties as required.

Essential Duties

1. Converts design specs, and findings from group design sessions, to create applications using high level languages, such as PowerBuilder, VisualBasic, and Crystal Reports.

2. Conducts tests of applications with the assistance of end customers; meets with users and verifies applications to see if they meet expectations.

3. Participates in the Business Systems Design process by developing functional prototypes to test design concepts.

4. Researches and evaluates software based on criteria defined during analysis; works with a systems analyst who prepares documentation from a Business Area Analysis.

5. Completes status reports of programming activity; writes system and end-user documentation, and participates in a process for developing RFPs.

6. May participate in the coordination of contract programmers through the Business Systems Design and System Implementation cycles.

7. Maintains existing City PC applications by trouble-shooting application problems, and making minimum enhancements as required.

8. May train employees in newly developed, or implemented applications; offers help desk assistance on PC based applications.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, & Abilities

Considerable knowledge of high level languages, and screen and report generators; considerable knowledge of a fourth generation language, to include PowerBuilder or VisualBasic; knowledge of client/server architecture and GUI design concepts as they apply to SQL Server systems; knowledge of structured methodologies, such as Information Engineering; knowledge of relational database concepts; knowledge of micro-computer applications and equipment; knowledge of software testing methods; ability to understand Entity Relationships and Data Flow Diagrams; ability to understand SQL; ability to convey technical information to persons who are unfamiliar with computer technology; ability to apply software testing methods, tools, and techniques; ability to participate in group design sessions; ability to organize and coordinate staff and contractor work activities; ability to write and communicate understandable user instructions, and prepare technical documentation; ability to learn the administrative methods and procedures of the Information Services Department; ability to work harmoniously with co-workers, other agencies, consultants, contractors, and vendors.

Experience and Training

Completion, or the equivalent, of a job-related four year college degree, plus related work experience, typically two years with the use of structured programming techniques, to include data conversion, correction, and testing, or any combination of experience and training that provides the required knowledge, skills, and abilities.
