POLICE TECHNICAL SPECIALIST

GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Police Chief or a Police Captain, provides the technical computer support that is necessary for Police Department operations. Performs related duties as required.

Essential Duties

1. Provides technical computer expertise for Police Department users as it relates to all hardware, software, and network activities; coordinates problem solving with vendors or other information services centers.

2. Represents the Department in all technical, information services meetings with other law enforcement and/or government agencies; obtains input from the Department Management Team, and the City Information Services Department, that provides direction and working parameters that are necessary for active participation with other agencies.

3. Provides the necessary training for department employees on the basic uses of computer hardware and software; offers technical assistance for problem solving as it relates to department computers; serves as the technical advisor to department managers.

4. Prepares computer-generated reports and files, by formatting, using functions and macros, and writing routine adjustments to existing jobs and reports; writes routine programs to obtain mainframe reports.

5. Responds to requests for statistical information and statistical analysis of crime activity, and prepares special reports; distributes reports to department personnel, the media, business and/or citizen groups, and individuals.

6. Searches computer files to obtain information on suspect identification, crime patterns, stolen and/or pawned property, fingerprint records, and miscellaneous files as requested; provides technical assistance in the seizure of computer evidence in order to identify criminal activity.

7. Coordinates the purchase of PC and network hardware and software for the Police Department; participates in the installation and upgrade of network servers.

8. Administers the department's local area network and file servers, to include: system security, user access, data backups and transferring, file maintenance, naming and archiving standards, and developing computing procedures and related documentation.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of computer hardware, to include IBM mainframe, IBM-based PCs, laptops, network servers, printers, plotters, scanners, and digital cameras; considerable knowledge of computer operating systems, applications, and programming languages; considerable knowledge of the role of computers and related technology, as it exists in law enforcement operations; knowledge of statistical concepts, methods, and purposes; knowledge of applicable State and Federal laws, City ordinances, and department policies and procedures; knowledge of computer evidence forensics; ability to serve as the Police Department technical expert with an emphasis on all aspects of computer hardware, software, and networks; ability to learn various automated criminal justice systems; ability to comply with all laws and regulations that pertain to the confidentiality of criminal justice records; ability to acquire and combine computer data, and generate statistical data reports using computer software, various data sources, and analytical methods; ability to read, understand, and interpret policies, procedures, and codes; ability to work with a high degree of accuracy and attention to detail, and to retain information; ability to communicate effectively in oral, written, and electronic formats; ability to interact successfully with co-workers, other agencies, citizen groups, and the general public; ability to organize projects, work with minimal supervision, and meet established deadlines; ability to participate in meetings, and to travel as required.

Experience and Training

Completion, or the equivalent, of a two year college program, with major coursework in computer science, computer technology, or a related field, plus related work experience, typically three years of complex technical support for a law enforcement, criminal justice, or similar confidential operation. Additional related education or formal training may be substituted for up to half of the required experience, or any combination of education and experience that provides the required knowledge, skills, and abilities.

Licenses and Certifications

Appointees must be certified in the use of L.E.D.S. (Law Enforcement Data System), or be able to obtain the certification within six (6) months of hire.

Appointees must have a valid State of Oregon Driver's License at the time of appointment.

CONDITION OF EMPLOYMENT

Police Department employees hired after June 1986 must refrain from the use of tobacco products while on duty.
