City of Springfield PLANNING SUPERVISOR Pay Grade: 38 FLSA Status: Exempt Bargaining Unit: Nonunion GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of the Planning Manager, participates in division administration, to include work planning and budgeting; and supervises the work of other planners in both routine division assignments, such as technical customer service, or special projects. Performs related duties as required. Essential Duties 1. Assigns and reviews the work of division staff; supervises, and may participate in, the preparation, revision, and administration of: regional plans, refinement plans, economic development projects, zoning ordinances, and development regulations; designs and coordinates projects, monitors budget and time requirements, and facilitates citizen involvement. 2. Supervises, and participates in, the review of development proposals and the application of Development Code provisions, Metro Plan Policy, and State and Federal regulations; completes the necessary research and analyzes data as required; provides the necessary backup for staff when problems arise. 3. Prepares reports with recommendations for denial or approval with conditions, for land use decisions (variances, zone changes, and discretionary use permits) and legislative action (code updates, refinement plan amendments, and vacations). 4. Provides intergovernmental coordination and staffing, and represents the City on metropolitan planning issues; coordinates public presentations and staff assistance to boards, councils, and commissions; provides technical support for the Manager and the Director in interpreting and applying complex land use policies and regulations. 5. Supervises, and participates in, the dissemination of information to property owners, developers, realtors, and others, regarding land use issues, metropolitan planning efforts, and the administration of the Springfield Development Code; designs and develops maps and other illustrative graphics. 6. Enters, retrieves, processes, and analyzes data using division personal computers; may participate in the acquisition, set up, maintenance, troubleshooting, and budgeting for, division and department computers and equipment. 7. Assists in division administration and supervision, to include: the preparation of work plans that respond to Planning Commission and City Council goals; budget preparation; hiring, evaluating, and training assigned staff, and managing in the absence of the Planning Manager. 8. Participates in various training courses and seminars, in order to maintain a current understanding of planning and land use rules and regulations. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Thorough knowledge of theory, principles, and practices of land use planning; thorough knowledge of Federal, State, and local regulations as they relate to land use plans and planning processes; considerable knowledge of supervisory techniques and methods; knowledge of related government programs, and how they are integrated with land use planning processes; knowledge of functions, policies, and procedures of planning commissions and city councils; ability to effectively assign and review the work of division staff; ability to define problems, develop research methodologies, gather and analyze data, and make recommendations; ability to evaluate land use proposals and apply relevant Federal, State, and local rules and regulations; ability to communicate effectively verbally and in writing; ability to produce technical report information that is accurate and understandable; ability to represent the City and offer information to boards, commissions, committees, and the City Council, and respond to questions; ability to effectively manage multiple priorities in a fast-paced work environment; ability to provide consistent, positive customer service; ability to utilize computers and related data processing programs; ability to draft maps and other illustrative graphics; ability to interact harmoniously and productively with co-workers, other agencies, elected officials, and the public. Experience and Training Completion, or equivalent, of a four-year college degree program, to include major coursework in urban planning or a related field, plus related experience, typically four years of professional planning experience, to include one year as a supervisor or project team leader. A Master's Degree in planning, or a related field, may be substituted for one year of the non-supervisory experience, or any combination of experience, education, and training that provides the required knowledge, skills, and abilities. Licenses and Certifications A valid Oregon driver's license at the time of appointment.
