City of Springfield PLANNING MANAGER Pay Grade: 40 FLSA Status: Exempt Bargaining Unit: Nonunion GENERAL DUTIES AND RESPONSIBILITIES Under the general direction of the Development Services Director, manages and supervises the Planning Division of the Development Services Department, to include: the preparation, interpretation, implementation and enforcement of applicable plans, codes and regulations; the completion of studies of planning issues; and the preparation and presentation of technical and professional recommendations before the City Council and a wide variety of committees and groups. Performs related duties as required. Essential Duties 1. Supervises professional planning staff, and others in the preparation, revision, and administration of regional plans, functional plans, refinement plans, zoning ordinances, and development regulations; provides guidance to staff for difficult problem solving and complex assignments; evaluates data and makes recommendations for the more sensitive/high profile planning projects. 2. Advises and assists the Director in planning and coordinating departmental work programs, and in the formulation and implementation of planning programs. 3. Represents the Department in official meetings with other City departments, other jurisdictions and organizations, and professional groups, in order to explain planning and zoning regulations and determinations. 4. Supervises and evaluates all Planning Division personnel and implementation procedures; supervises the issuance of licenses and development permits, and the recording of all development proposals; prepares and monitors the Development Code and the Planning Division budget. 5. Prepares written staff findings and makes presentations for all proposals appearing before the Planning Commission and the City Council. 6. Serves as the Chairperson of the Development Review Committee, participates in meetings, and supervises the preparation of the Committee's findings. 7. Provides primary staff support
for intergovernmental land use planning; functions as a liaison between
the City and both the public and private sector on all development proposals. 9. Provides training to Division staff, as needed; performs timely performance evaluations. General Knowledge, Skills and Abilities Thorough knowledge of the theory, principles, and practices of land-use planning; thorough knowledge of Federal, State, and local regulations as they relate to land use plans and planning processes; thorough knowledge of the principles of public administration, budgeting, training, public relations, and supervision; thorough knowledge of the principles and rules which regulate city, county and regional planning and zoning; considerable knowledge of the techniques used in the development of general plans and environmental impact reports; considerable knowledge of functions and activities of planning commissions and the City Council; ability to manage and supervise the planning, development, and zoning activities of the City; ability to supervise, train, and evaluate assigned division staff; ability to interpret complex local, State, and Federal laws and guidelines; ability to develop, administer, and monitor programs, contracts, and budgets; ability to analyze and evaluate complex data and other information; ability to prepare and present accurate, understandable reports; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform assigned duties; ability to communicate effectively in oral, written, and electronic formats; ability to work effectively with other employees, business and community organizations, elected officials, and the general public; ability to travel as required. Experience and Training Completion, or equivalent, of a job-related four-year college degree program, plus related work experience, typically five years of increasingly responsible professional planning experience, to include at least one year as a supervisor. A job-related Master's Degree may be substituted for one year of the non-supervisory experience, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses and Certifications Appointee must have a valid Oregon driver's license at the time of appointment. jc 199127
