City of Springfield PLANNER 3 Pay Grade: 125 FLSA Status: Exempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of the Planning Supervisor, performs advanced level professional work for complex and high level projects, and provides lead direction as needed. Performs related duties as required. Essential Duties 1. Provides recommendations to Planning staff and others in the preparation, revision, and administration of regional plans, functional plans, refinement plans, economic development projects, development regulations, and site specific development proposals. 2. Processes complex and/or sensitive development proposals requiring the application of Council policy, division procedures, neighborhood mediation, or quasi-judicial review. 3. Provides lead direction or project leadership for complex projects utilizing interdepartmental and/or interjurisdictional professional staff; may coordinate and review the work of project team members. 4. Prepares reports and recommendations for legislative land use decisions such as Plan text amendments, amendments to the Development Code, and amendments to the Municipal Code. 5. Represents the division and the Department in public, and in official meetings with other City departments, and outside jurisdictions, organizations and professional groups, in order to explain planning, zoning, and economic development matters. 6. Provides comments and recommendations on pending State land use legislation; provides technical support for the supervisor and the manager in interpreting complex land use policies and regulations. 7. Acts as the Department's liaison for all recognized neighborhood associations; studies issues, prepares and presents technical and professional recommendations be-fore a wide variety of committees. 8. Performs other special tasks or projects as assigned by the Planning Supervisor, Planning Manager, or Department Director. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Thorough knowledge of theory, principles and practices of land use planning; thorough knowledge of Federal, State, and local regulations as they relate to land use plans, and planning and development processes; thorough knowledge of project management, to include preparation of work plans, coordination of other staff and citizens, and presentations to appointed and elected officials; ability to evaluate land use proposals and apply relevant Federal, State and local rules and regulations; ability to organize and coordinate staff work activities, and provide leadership and direction for division staff; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform assigned duties; ability to travel as required; ability to evaluate pending land use legislation and describe the potential impact; ability to complete multiple assignments within established deadlines; ability to provide timely, consistent and positive customer service; ability to interact harmoniously and productively with co-workers, elected officials, other agencies, citizen groups and the public. Experience and Training Completion, or equivalent, of a four-year college degree program, to include major coursework in urban planning or a related field, plus related experience, typically four years of professional planning experience, to include one year as an advanced-level planner. A Master's Degree in planning, or a related field, may be substituted for one year of experience, or any combination of experience, education and training that provides the required knowledge, skills and abilities. Licenses and Certifications A valid Oregon driver's license at the time of appointment.
