GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Planning Manager, functions as the primary staff for the Housing Policy Task Force and the Metro Plan Residential Element, and coordinates the formulation of a Comprehensive Housing Plan. Performs related duties as required.

Essential Duties

1. Coordinates the Mayor's Housing Policy Task Force to identify and rank citywide housing needs.

2. Proposes actions and policies to address the City's housing needs.

3. Prepares a Comprehensive Housing Plan after a collection, analysis, and review of data, to include local, state, and federal housing requirements, and the housing needs of specific population groups.

4. Participates as a primary staff support for the Metro Plan Residential Element under Periodic Review, to include analysis of the existing residential inventory and the current development standards, and a review of the efficacy of existing policies and implementation.

5. Reviews and consolidates various policies, to include those of Owner-Renter Rehab Loan programs, First-Time Home-Buyer program, Emergency Home Repair program, courtesy housing inspections, property tax deferral for affordable housing developments, and policies that are part of the Metro Plan and the City's Refinement Plans.

6. Prepares reports with recommendations in response to goals established by the City Council; presents reports, findings, and recommendations to boards, commissions, committees, etc.

7. Coordinates projects to complete special studies and/or complex land use applications.

8. Participates in the preparation of refinement plans and functional plans; reviews development proposals and prepares final decisions.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of the theory, principles, and practices of land use planning; knowledge of the regulations, procedures, and practices that require specialized housing and/or residential land use planning; knowledge of the role of the Planning Commission in local government process; knowledge of laws, ordinances, and directives that regulate planning within the State; knowledge of conflict resolution techniques; knowledge of the capabilities of data processing as they relate to professional planning; ability to coordinate the City's effort to comply with LCDC Goal 10, Housing; ability to work independently, with minimal supervision; ability to review and analyze data, to include laws, regulations, statistics, and plans; ability to utilize professional planning techniques, theories, and practices; ability to prepare a Comprehensive Housing Plan; ability to provide effective staff support to City committees, task forces, and groups; ability to utilize division, City, and regional information systems; ability to interact harmoniously with coworkers, citizen committees, other agencies, elected officials, and the public; ability to prepare accurate, understandable, timely reports; ability to communicate effectively in oral and written formats.

Experience and Training

Graduation from a four-year college or university with major coursework in urban planning or a related field, and three years of professional planning experience. A Master's degree in Planning may be substituted for one year of the required experience, or any combination of experience, education, and training that provides the required knowledge, skills, and abilities.
