City of Springfield PLANNER 1 Pay Grade: 122 FLSA Status: Exempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of a Planning Supervisor, or the lead direction of a Planner III, provides land use related customer service and participates in the gathering, review and professional analysis of basic planning data. Performs related duties as required. Essential Duties 1. Provides both counter and telephone assistance to the public for inquiries that include zoning, refinement plans, the comprehensive plan, the development process, land divisions, wetlands, and other site specific land use information. 2. Reviews Type I and Type II land use applications; analyzes proposed development projects, subdivisions, and partition maps. 3. Participates in the preparation of reports, maps, graphics, and plan and policy drafts. 4. Gathers and organizes information; contacts various public and private agencies to collect the data that is necessary for special projects. 5. Make recommendations for methods and systems to improve customer relations, application processing, and the completion of reports and forms. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Knowledge of the theory, principles, and practices of land use planning; knowledge of laws, ordinances, and directives that regulate planning within the State; knowledge of customer service concepts and procedures; knowledge of the role of the planning Commission in local government process; knowledge of the capabilities of computer software and hardware as they relate to professional planning; knowledge of research methods as they relate to planning operations; ability to communicate land use regulations and requirements to the public; ability to assist the public in resolving development issues within the context of State and local regulations; ability to interact harmoniously with co-workers, citizen committees, other agencies, elected officials, and the public; ability to communicate effectively in oral and written formats; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform the duties of the position; ability to review and analyze data, to include laws, regulations, statistics, and plans; ability to utilize professional planning techniques, theories, and practices; ability to utilize division, City, and regional information systems. Experience and Training Completion, or equivalent, of a four-year college degree program, with major coursework in urban planning or a related field, plus related experience, typically one year of professional planning experience. A Master's Degree in Urban Planning may be substituted for the one year of experience, or any combination of experience, education, and training that provides the required knowledge, skills, and abilities.
