City of Springfield NETWORK MANAGER Pay Grade: 38 FLSA Status: Exempt Bargaining Unit: Nonunion GENERAL DUTIES AND RESPONSIBILITIES Under the general direction of the Information Technology Director, supervises the analysis, design, installation, configuration, and maintenance of the computer networks for City departments. Performs related duties as required. Essential Duties 1. Serves as a citywide specialist
for network management, configuration, software, licenses management,
and security; manages a network management plan that depicts all departmental
configurations in a single area master plan. QUALIFICATION REQUIREMENTS Knowledge, Skills, and Abilities Thorough knowledge of personal
computers and PC networks; considerable knowledge of supervisory and management
principles and practices; considerable knowledge of software applications,
including network installation methods and procedures; considerable knowledge
of network protocols and topographies; considerable knowledge of systems
analysis and design techniques, and project management techniques; considerable
knowledge of Novell, NT, and Microsoft Workgroups; knowledge of DEC environment
and operating systems; knowledge of technical report writing techniques;
knowledge of research, analysis, and data gathering methods; ability to
provide the supervision and management necessary for the network activities
of other Department staff and contractors; ability to review existing
network configurations and make the necessary decisions and recommendations;
ability to review and analyze proposals for expanded or new networks;
ability to manage and implement software metering tools; ability to effectively
supervise the design, installation, repair, and maintenance of the network;
ability to train employees in the use of a PC network; ability to convey
technical information to persons not directly engaged in data processing
activities; ability to write understandable reports for a varied audience;
ability to interact harmoniously with employees, other agencies, contractors,
and vendors; ability to travel as required. Graduation from a four year college with major coursework in computer science or a related field, formal training from a network provider, and four years of progressively responsible experience in network coordination, analysis, installation, and administration, to include one year in a supervisory capacity. Additional related professional experience may be substituted for half of the required education, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses & Certifications Appointees must have certification as a "Novell", or "LAN Manager." State of Oregon Driver's License at the time of appointment.
