GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Maintenance Supervisor, performs the more complex skilled, technical, and semi-skilled tasks to maintain and repair City vehicles and equipment. Performs related duties as required.

Essential Duties

1. Completes skilled tasks, and occasional semi-skilled tasks, to maintain and repair the majority of the City's fleet of vehicle and motorized equipment; disassembles and assembles vehicle components, replaces parts, repairs systems, and rebuilds units as needed.

2. Performs the necessary diagnosis and inspections in order to identify mechanical, electrical, and hydraulic problems in vehicles and equipment, using complex technical and electronic equipment, tools, and machinery; performs tests of vehicles and equipment after repairs are completed.

3. Participates in the development of work procedures, standards, and policies for the assigned work area; inspects maintenance shop facilities and monitors operations to ensure compliance with established work rules and safety standards; may provide lead direction as necessary.

4. Performs emergency mechanical repairs in the shop or in the field, and troubleshoots malfunctions that need immediate repair; inspects, replaces parts, and performs adjustments to keep equipment in good working condition.

5. Completes adjustments and repairs to brakes, transmissions, differentials, ignition and lighting systems, cooling and heating systems, and other vehicle and equipment systems; performs front-end alignments; replaces U-joints and clutches; rebuilds starters, generators, and alternators; repairs or replaces tires as needed.

6. Inspects and maintains a parts and equipment inventory; orders parts, tools, and supplies in order to minimize maintenance and repair delays.

7. Collects various forms of information, records work activities, and enters information into electronic databases and submits reports as required; utilizes Maintenance Division computer hardware and software as needed

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of the role of public works operations in a community; considerable knowledge of skilled vehicle mechanic procedures and work activities, to include the use of hand and power tools and diagnostic equipment; considerable knowledge of the effects and value of team efforts; considerable knowledge of the methods and techniques of fleet vehicle maintenance and repair, to include gasoline and diesel engines; considerable knowledge of the basic concepts of authority, responsibility, honesty, and reliability; knowledge of the principles of respectful and tactful communications; ability to maintain the various knowledge, skills, abilities, and requirements of the vehicle and equipment maintenance and repair trade; ability to ensure the safe operation of division vehicles and equipment, and follow safety guidelines and procedures; ability to utilize data gathering techniques, and methods for entering and retrieving computer data; ability to follow oral and written instructions; ability to function satisfactorily in a team environment; ability to communicate effectively in oral, written, and electronic formats; ability to use basic mathematics and follow technical instructions; ability to lift objects that could weigh a maximum of 80 pounds; ability to work harmoniously with others, and interact effectively with co-workers, other agencies, and the general public; ability to travel as required.

Experience and Training

Completion, or equivalent of a three year apprenticeship program in the repair and maintenance of vehicles and related motorized equipment, and three years of semi-skilled and skilled experience in positions with increasing complexity, that were responsible for the maintenance and repair of vehicles and motorized equipment.

Licenses and Certifications

An Oregon driver's license is required.

An Oregon Commercial Driver's License (CDL), Class B and endorsements, is required.

Conditions of Employment

Employees must participate in a daily warm-up/stretching program designed to improve flexibility and reduce muscular/skeletal injuries.

Employees with a Commercial Driver's License (CDL) are subject to random drug and alcohol testing in accordance with the Omnibus Transportation Employee Testing Act of 1991.
