City of Springfield Pay Grade: 415 FLSA Status: Nonexempt Bargaining Unit: AFSCME GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of a Maintenance Supervisor, or the lead direction of a Crew Chief, performs the more complex skilled, technical, and semi-skilled tasks to maintain City streets, sanitary and storm sewers, surface drainage, street signs and surface markings, City buildings, equipment, street trees and landscaped areas. Performs related duties as required. Essential Duties 1. Performs skilled tasks to operate, maintain, and repair the publicly owned infrastructure, facilities, buildings, and equipment. 2. Collects, tabulates, reviews,
and analyzes field data and other information, to include: routine traffic
studies; condition surveys and inventories of public infrastructure; facilities,
buildings, and equipment; and sewer TV inspection and flow monitoring. 4. Communicates directly with other City staff, members of the public, contractors, and employees of other agencies to explain City maintenance activities, projects, practices, policies, and procedures. 5. Drives and operates equipment and vehicles, to include dump trucks, street sweepers, mowers, excavators, road graders, and other equipment, required to operate, maintain, and repair the publicly owned infrastructure, facilities, buildings, and equipment. 6. Works independently and without direct supervision for extended periods of time; recognizes, identifies, and responds to hazardous and unsafe conditions in a manner which provides for the safety of the employee, coworkers, and the public. 7. Trains and instructs apprentices in the safe, effective, and efficient use of materials, tools, equipment and vehicles required to operate, maintain, and repair publicly owned infrastructure, facilities, buildings, and equipment; may be assigned to provide lead direction and monitor the work of temporary, seasonal, or contractual workers, apprentices and others; may be designated as a Crew Chief. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Considerable knowledge of the role of public works operations in a community; considerable knowledge of skilled laborer procedures and work activities, to include the use of hand tools and equipment; considerable knowledge of the effects and value of team efforts; considerable knowledge of the functions and purposes of general maintenance and construction work, materials and processes; considerable knowledge of the basic concepts of authority, responsibility, and reliability; knowledge of the principles of respectful and tactful communications; ability to maintain the various knowledge, skills, abilities, and requirements of the public works maintenance trade; ability to rotate through the various program areas, projects, and activities in the City Maintenance Division; ability to ensure the safe operation of division vehicles and equipment, and follow safety guidelines and procedures; ability to utilize data gathering techniques, and methods for entering and retrieving computer data; ability to follow oral and written instructions; ability to function satisfactorily in a team environment; ability to communicate effectively in oral, written, and electronic formats; ability to use basic mathematics and follow technical instructions; ability to read, understand, and interpret maps, plans, specifications, and construction documents; ability to lift objects that could weigh a maximum of 80 pounds; ability to work harmoniously with others, and interact effectively with co-workers, other agencies, and the general public; ability to travel as required. Experience and Training Three years of semi-skilled and skilled experience in positions with increasing complexity, that are assigned to the maintenance and repair of public infrastructure and equipment, or any equivalent combination of formal apprenticeship training and related experience that provides the required knowledge, skills, and abilities. Licenses and Certifications An Oregon driver's license is required. An Oregon Commercial Driver's License (CDL), Class B and endorsements, is required. Conditions of Employment Employees who hold the title of Maintenance Technician, Journey, are required to rotate through all phases of Maintenance Division program activities, and to do so, must maintain the knowledge, skills, abilities, and requirements that will allow them to perform all of the essential duties of the position. Employees must participate in a daily warm-up/stretching program designed to improve flexibility and reduce muscular/skeletal injuries. Employees with a Commercial Driver's License (CDL) are subject to random drug and alcohol testing in accordance with the Omnibus Transportation Employee Testing Act of 1991.
