City of Springfield Pay Grade: 412 FLSA Status: Nonexempt Bargaining Unit: AFSCME
Under the general supervision of a Maintenance Supervisor, or the lead direction of a Crew Chief or a Maintenance Technician, Journey, performs semi-skilled and skilled tasks to maintain City streets, sanitary sewer systems, surface and subsurface storm drainage systems, street signs and surface markings, City buildings, equipment, and landscaped areas. Perform related duties as required. Essential Duties 1. Performs semi-skilled and skilled tasks to operate, maintain, and repair the publicly owned infrastructure, facilities, buildings, and equipment. 2. Participates in the collection,
tabulation and review of field data and other information, to include:
routine traffic studies; condition surveys and inventories of public infrastructure;
facilities, buildings, and equipment; and sewer TV inspection and flow
monitoring. 4. Communicates directly with other City staff, members of the public, contractors, and employees of other agencies to explain City maintenance activities, projects, practices, policies, and procedures. 5. Drives and operates equipment and vehicles, to include dump trucks, street sweepers, mowers, excavators, road graders, and other equipment, required to operate, maintain, and repair the publicly owned infrastructure, facilities, buildings, and equipment. 6. Learns and applies Standard Operating Procedures and responds to hazardous and unsafe conditions in a manner which provides for the safety of the employee, coworkers, and the public. 7. Responds to supervisory
instructions for the safe, effective, and efficient use of materials,
tools, equipment and vehicles required to operate, maintain, and repair
publicly-owned infrastructure, facilities, buildings, and equipment. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Knowledge of basic laborer procedures and work activities, to include the use of hand tools and equipment; knowledge of the effects and value of team efforts; knowledge of the basic role of public works operations in a community; knowledge of the basic functions and purposes of general maintenance and construction work, or construction materials and processes; knowledge of the principles of respectful and tactful communications; knowledge of the basic concepts of authority, responsibility, and reliability; ability to learn the various duties and responsibilities of the public works maintenance trade; ability to rotate through the various program areas, projects, and activities in the City Maintenance Division; ability to learn the safe operation of division vehicles and equipment; ability to learn data gathering techniques, and methods for entering and retrieving digital information; ability to follow oral and written instructions; ability to function satisfactorily in a team environment; ability to use basic mathematics, and writing techniques; ability to follow and apply established safety guidelines and procedures; ability to lift objects that could weigh a maximum of 80 pounds; ability to work harmoniously with others, and interact effectively with co-workers, other agencies, and the general public; ability to travel as required. Experience and Training Familiarity with tasks required to perform maintenance and repair of public infrastructure and equipment. Licenses and Certifications An Oregon driver's license is required at the time of appointment. An Oregon Commercial Driver's License (CDL), Class B and endorsements, must be obtained within one year of appointment. Conditions of Employment Employees who hold the title
of Maintenance Technician, Apprentice are required to rotate through all
phases of Maintenance Division program activities, and to do so, must
maintain the knowledge, skills, and abilities that will allow them to
perform all of the essential duties of the position. Employees must successfully
complete the State of Oregon Apprenticeship and Training Council's requirements
for Maintenance Technician, and be eligible for promotion to the Journey
level. Employees must participate
in a daily warm-up/stretching program designed to improve flexibility
and reduce muscular/skeletal injuries. Employees with a Commercial
Driver's License (CDL) are subject to random drug and alcohol testing
in accordance with the Omnibus Transportation Employee Testing Act of
