General Summary of Duties |
Under the general supervision of a Maintenance Supervisor performs advanced
journey level work to maintain City streets, sanitary and storm sewers, surface
drainage, street signs and surface markings, City buildings, equipment, street
trees and landscaped areas; serves as a lead worker for other Maintenance
Technician Journeys or other maintenance workers. Performs related duties as
required.

Distinguishing Characteristics |
The Maintenance Technician Crew Chief position is the most advanced in
the Journey Technician class within the Maintenance Technician Journey
series. The Crew Chief is distinguished
from the Maintenance Journey in that lead responsibility is a primary function
of the position, including routinely functioning as the lead worker of crews
composed of Maintenance Journey positions. Lead responsibilities for the Maintenance
Journey classification are not primary to the position, and are generally more limited
in scope and complexity than those assigned to the Crew Chief. The Maintenance Journey may be assigned lead
responsibility for temporary, seasonal, or contractual workers, apprentices and others
(which may occasionally include other Journey positions) on a per assignment basis.
The Crew Chief performs the more complex skilled & technical tasks
in the assigned program areas and is responsible for planning daily work
projects, including setting priorities and determining best approaches to
assignments.

Supervision Received and Exercised: Receives supervision from a
Maintenance Supervisor. Functions as
primary crew leader for other Journeys and assigned maintenance staff, exercising technical and functional supervision
through direction and oversight of worksite duty assignments and responding to
questions and issues associated with assigned areas of responsibility. |

Coordinates with
supervisor and schedules crew activities in the field; trains crew members in
methods and practices of construction, maintenance and repair within assigned
area; monitors and oversees work and work records; corrects quality of work as
needed;

Identifies
equipment, material and supply needs on a daily or project basis; ensures
equipment, materials and supplies are available as needed; maintains applicable
records;
·
Develops and
monitors a safe work environment; trains employees in safety practices and
procedures;
·
Provides
coaching, training, and instruction in construction techniques, use and care of
equipment and tools; reviews the work of crew members as to standards and
assesses skill development of crew members; may develop training exercises for
tasks and equipment operations;
·
Maintains data on
activities and operations; inputs technical information on a computer;
·
Assists
supervisor in the development of short and long range plans; participates in
development of the budget for assigned area of responsibility;

May perform the
duties of the Maintenance Technician Journey;
·
Maintains current
knowledge of applicable laws, rules and regulations; maintains licenses and
certificates required in area of responsibility;
·
Coordinates and
evaluates the work of contractors to ensure compliance with City specifications
and safety standards as assigned;
·
Maintains good
public relations through courteous and prompt attention to complaints; analyzes
and solves problems by utilizing practical and technical experience;

Maintains regular
job attendance and adherence to working hours;
·
Performs other
related duties consistent with the role and function of the classification.

Qualifications |
Knowledge of:
·
Principles,
practices and methods of construction, repair and maintenance in assigned area;
·
Equipment, tools
and materials and supplies in area(s) of assignment;
·
Computer
applications used in a public works environment;
·
Worksite safety
rules, regulations, practices and procedures;
·
Safe and
effective operating practices of light and heavy equipment used in assigned
area(s).
Ability to:

Perform all the
general duties and responsibilities of the Maintenance Technician Journey class
specification;
·
Communicate
effectively and to maintain an effective working relationship with those
encountered in the course of work to include co-workers, contractors, vendors,
other agencies and the public;

Plan, organize
and schedule maintenance work;
·
Organize, lead,
train and review the work of assigned employees and crews;
·
Assign work and
provide lead direction to assigned crew(s);
·
Read equipment
manuals, maps and engineering blueprints;
·
Project
materials, tools and equipment needed to complete job;
·
Prepare written
records and reports;
·
Communicate effectively
both orally and in writing;
·
Use a computer
and associated software in order to perform the essential functions of the
position.

Experience and Training: Any
equivalent combination of education and experience which provides the
knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge,
skills and abilities would be: |
Training: Completion of the Maintenance Technician
Journey apprenticeship program.
Experience: Three
years semi-skilled and skilled experience of increasing complexity in the
maintenance and repair of public infrastructure as a Maintenance Technician
Journey.

Required Special Qualifications |

Oregon Commercial
Driver's License (CDL), Class B and endorsements.

Conditions of Employment |
·
Employees who
hold the title of Maintenance Technician Crew Chief are required to rotate
through all phases of Maintenance Division program activities, and must
maintain the knowledge, skills, abilities, and requirements that will allow
them to perform all of the essential duties of the position.
·
Employees must
participate in a daily warm-up/stretching program designed to improve
flexibility and reduce muscular/skeletal injuries. (This requirement will be
mandatory for all new in-coming employees to this job title. Compliance with this requirement may be
waived for specified “grandfathered” incumbents as of the implementation of
this classification.)
·
Employees with a
Commercial Driver's License (CDL) are subject to random drug and alcohol
testing in accordance with the Omnibus Transportation Employee Testing Act of
1991.

Working Conditions |
While performing the duties of this position employees
frequently work in outdoor weather conditions and frequently work near moving
mechanical equipment and are exposed to varying weather conditions. Employees in this classification may be called
upon to perform strenuous physical work outdoors frequently requiring lifting
and/or moving up to 50 pounds and may involve being in confined spaces and
uncomfortable conditions. On occasion
employees in this classification may be called back to work during unscheduled
hours due to problems and emergencies.
