GENERAL DUTIES AND RESPONSIBILITIES

Under the administrative direction of the City Manager or Assistant City Manager, directs all aspects of the personnel, benefits, risk management and support services programs. Performs related duties as required.

Essential Duties

1. Directs, plans, coordinates, and evaluates the operations of the Human Resources Department; supervises staff and administers the department budget; formulates, implements, and interprets policy as it relates to personnel management, benefits, risk management, employee relations, and equal employment opportunity.

2. Serves as the City's human resources authority on the Management Team; performs specific tasks and completes assigned projects to assist the City Manager and Assistant City Manager; makes presentations to the Mayor, City Council, Budget Committee, and citizens' advisory committees.

3. Manages and supervises all activities related to recruitment and selection; directs the City's Affirmative Action program and serves as the City's EEO Coordinator; assures compliance with applicable laws, and investigates, or supervises investigations, and resolves allegations of discrimination.

4. Develops and maintains cooperation and communication between employee bargaining units and management; advises managers and supervisors on labor relations matters; coordinates City responses to grievances, and participates in, or coordinates, contract negotiations.

5. Counsels and provides technical assistance to employees and supervisors; serves as a liaison for the Employee Assistance Program; manages the employee recognition program; and administers the performance evaluation program.

6. Manages the classification and compensation plans for all City positions; assigns and evaluates salary surveys; oversees the revision of class specifications, the reclassification of positions, and the development of new titles and specifications.

7. Maintains, reviews, modifies/updates, and interprets the Personnel Policy and Procedure Manual; interprets collective bargaining agreements, and personnel-related policies, procedures, and past practices.

8. Provides direction for the Risk Management Program, which includes activities for safety, Workers' Compensation, and property/casualty insurance.

9. Administers an Employee Benefits Program to provide health insurance coverage, various leave policies, deferred compensation, flexible spending accounts, and retirement plans.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Extensive knowledge of the principles and practices of human resources administration, to include benefits administration, risk management, and labor relations; thorough knowledge of management techniques, principles, and methods as they occur in government organizations; thorough knowledge of budgeting and staffing procedures and methods; thorough knowledge of Federal, State, and local legislation, as it relates to human resources operations; ability to effectively manage a human resources department and supervise its staff; ability to utilize team management concepts; ability to apply City, State, and Federal laws, regulations, policies, and procedures; ability to interact harmoniously with staff, the Management Team, the City Council, other agencies, and the general public; ability to communicate orally and in writing; ability to operate computer equipment sufficiently to perform the duties of the position; ability to understand and utilize basic mathematics and statistics; ability to prepare understandable, accurate reports.

Experience and Training

Completion, or equivalent, of a job-related four-year college degree program, plus related work experience, typically five years of progressively responsible experience in human resources administration, to include experience at the mid-management level or higher. A Master's Degree in Public Administration or a related field, may be substituted for one year of the non-managerial experience, or any combination of education and experience that provides the required knowledge, skills, and abilities.
