Under general supervision of the Human Resources Director, coordinates program activities, and provides technical assistance in several personnel areas for the City, to include: recruitment, selection, classification, salary administration, affirmative action, and the administration of various State and Federal mandates. Performs related duties as required. Essential Duties 1. Coordinates and monitors the City's recruitment and selection activities; completes job analyses, identifies specialized recruitment needs and advertising, and develops and validates tests; ensures proper administration of tests and reviews all interview questions. 2. Provides technical assistance to all departments in matters relating to classification; performs professional job audits and analyses of City positions to ensure proper classification; reviews requests for reclassification, salary range adjustments, title changes, and new titles; develops and updates class specifications. 3. Develops, analyzes, and participates in a variety of salary and benefit surveys utilizing questionnaires, compensation plans, salary schedules, and statistical methods; provides technical assistance to all departments in matters relating to salary administration and pay plans. 4. Implements policies and provides guidance to all departments in matters relating to State and Federal mandates, and personnel rules; recommends and updates related policies and rules. 5. Maintains and updates the City's Affirmative Action Plan, ADA Transition Plan and other Human Resources documents required by regulatory agencies. 6. Develops and monitors the Personnel Administration program budget; participates in Budget Committee meetings as needed. 7. Serves on task forces, committees, and other groups regarding personnel issues; maintains a current awareness of laws and administrative requirements that impact assigned areas of responsibility. 8. Prepares reports, charts, tables and other information using research methods, writing techniques and statistical analyses, in order to provide the personnel-related material that is needed for decision making and planning. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Considerable knowledge of principles, practices, and techniques of personnel administration, to include the areas of recruitment, selection, classification, and salary and benefits administration; considerable knowledge of laws and regulations relating to personnel administration, and equal employment opportunity and affirmative action; knowledge of research methods and statistical analysis techniques; ability to analyze jobs, organizations, pay plans, selection methods, and technical personnel issues; ability to interpret complex guidelines and recommend a course of action; ability to utilize research methods, and collect and analyze data; ability to develop and monitor budgets; ability to serve as project leader; ability to utilize word processing, spreadsheet, and database systems and statistical methods sufficiently to perform assigned duties; ability to prepare and present accurate, understandable reports; ability to communicate effectively; ability to travel as required; ability to work effectively with other employees, other agencies, elected officials, and the general public. Experience and Training Completion, or equivalent, of a job-related four-year college degree program, plus related work experience, typically four years of increasingly responsible generalist experience in professional personnel administration, or any combination of experience and training that provides the required knowledge, skills, and abilities.
