GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Community and Economic Development manager, performs professional and lead worker duties in support of the City's Community Development Block Grant (CDBG), HOME, and other related programs and activities. Performs related duties as required.

Essential Duties

1. Conducts technical studies associated with the community development and housing issues of low income City residents; updates related division computer files as necessary.

2. Provides lead direction and technical guidance to Community Development staff, for the explanation and implementation of rules, regulations, policies, and procedures associated with Federal community development and housing grants, housing rehabilitation activities, new housing construction projects, and local programs.

3. Coordinates projects involving neighborhood improvements, social services, public facilities, and housing; trains staff as necessary.

4. Monitors budgetary and program compliance with Federal grant and local requirements; participates in the annual division budget preparation process.

5. Provides staff assistance to committees, non-profit organizations, and private citizens who are involved with the various housing and community development programs/projects, developed and implemented by the City.

6. Prepares correspondence, memos, reports, and recommendations for City Council, other City staff, outside agencies, project sponsors, and the general public; prepares reports and contracts for programs in compliance with regulations and requirements.

7. Serves as liaison for the City and citizen's participation groups, other governmental agencies, non-profit organizations, and other parties interested in local community development and housing issues.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of federal Community Development and Housing grant requirements, and other applicable laws and regulations; considerable knowledge of technical policies and procedures associated with community development projects and housing rehabilitation programs; knowledge of grant writing and administration techniques; knowledge of research, analysis, and reporting methods; knowledge of program coordination, organizing, and evaluation techniques, knowledge of computer capabilities; knowledge of governmental budgetary practices; knowledge of statistical methods and techniques; ability to organize and coordinate program activity, and provide leadership and direction for program staff; ability to collect, organize, analyze, and interpret technical and administrative information; ability to evaluate compliance with established policies and practices; ability to recommend improvements to existing operations, systems, procedures, policies, and methods; ability to complete assignments with minimal supervision; ability to monitor budgets and grant activities; ability to plan and complete projects within established rules and deadlines; ability to apply complex rules, regulations and guidelines; ability to prepare financial data with negligible errors; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform the duties of the position; ability to complete timely, accurate, and understandable reports; ability to communicate in oral and written formats; ability to work effectively with co-workers, other agencies, and the general public; ability to travel as required.

Experience and Training

Completion, or equivalent, of a four year college degree program, with major course-work in public or business administration, urban planning, economics, or a related field, plus related work experience, typically two years of professional work experience in housing and community development programs. Additional related professional experience in housing and community development programs may be substituted for up to two years of the required education, or any combination of experience and training that provides the required knowledge, skills, and abilities.

Licenses and Certifications

Appointee must have a valid Oregon driver's license at the time of appointment.
