City of Springfield HOUSING PROGRAMS ASSISTANT Pay Grade: 120 FLSA Status: Nonexempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES Under general supervision of the Community and Economic Development Manager, performs paraprofessional duties in support of the City's Community Development Block Grant (CDBG), HOME, and other related programs and activities. Performs related duties as required. Essential Duties 1. Conducts technical studies associated with the community development and housing issues of low income City residents; updates related division computer files as necessary. 2. Participates in the preparation of annual and quarterly reports required by HUD and other federal, state, and local agencies. 3. Participates in projects
involving neighborhood improvements, social services, public facilities,
and housing; prepares project setup and closing documents as required;
makes programmatic decisions independently, within the scope of the position,
and based on the knowledge and understanding of program policy and applicable
federal regulations. 7. Provides staff assistance to committees, nonprofit organizations, and private citizens who are involved with the various housing and community development programs/projects, developed and implemented by the City. 8. Prepares correspondence, memos, reports, and recommendations for City Council, other City staff, outside agencies, project sponsors, and the general public; prepares reports and contracts for programs in compliance with regulations and requirements. 9. Serves as liaison for the City and citizen's participation groups, other governmental agencies, nonprofit organizations, and other parties interested in local community development and housing issues.
Knowledge, Skills, and Abilities Considerable knowledge of community development and housing programs, and the applicable federal, state, and local regulations; knowledge of the role of grants, and the importance of recordkeeping in community development programs; ability to gather data from the field and other sources; ability to prepare various reports, contracts, loan documents, and other project setup/close-out documents; ability to participate with budgetary processes; ability to assist other staff members in meeting federal, state, and local requirements; ability to communicate in both oral and written formats; ability to organize work assignments and meet established deadlines; ability to utilize computer programs that include spreadsheets, database management, and word processing; ability to interact harmoniously with clients, contractors, coworkers, other agencies, and the general public; ability to travel as required. Experience and Training Two years of college that include coursework in business or public administration, urban planning, or contract and grants administration, and two years of paraprofessional experience in housing programs, loan processing, title searches, or building contract preparations. Additional related experience may be substituted for up to one year of the required education, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses and Certifications A valid Oregon driver's license is required at the time of appointment.
