GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Community and Economic Development Manager, or the lead direction of the Housing Programs Specialist, performs community development and housing related tasks to include data gathering, program reporting, loan and contract documentation, dissemination of program information, advocate for low and very low income persons and administrative support functions. Performs related duties as required.

Essential Duties

1. Participates in the preparation of loan documents and contract documents for community development and housing programs; prepares project setup and closing documents as required

2. Assists in the preparation of annual and quarterly reports by HUD and other federal, state, and local agencies.

3. Participates in data collection in the field and through other resources, in order to assess neighborhood and community-wide needs.

4. Maintains project spreadsheets and completes basic computations to compile budgetary needs.

5. Collects and documents data, as part of a team effort, in order to comply with all federal, state, and local regulatory requirements.

6. Disseminates information to interested individuals or groups for all of the community development and housing programs; prepares meeting packets, records minutes, and completes other activities associated with staffing various committees.

7. Communicate with and advocate for low and very low income persons.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Knowledge of the role of Community Development and Housing Programs in local government; knowledge of the role of grants, and the importance of recordkeeping in community development programs; ability to learn the regulations and procedures that guide the operations of community development and housing programs; ability to gather data from the field and other sources; ability to prepare various reports, contracts, loan documents, and other project setup/close-out documents; ability to participate with budgetary processes; ability to assist other staff members in meeting federal, state, and local requirements; ability to communicate in both oral and written formats; ability to organize work assignments and meet established deadlines; ability to utilize computer programs that include spreadsheets, database management, and word processing; ability to interact harmoniously with clients, contractors, co-workers, other agencies, and the general public; ability to travel as required.

Experience and Training

One year of college that includes coursework in business or public administration, urban planning, or contract and grants administration, and one year of paraprofessional experience in housing programs, loan processing, title searches, contract preparations, or project staff support. Additional related experience may be substituted for the required education, or any combination of experience and training that provides the required knowledge, skills, and abilities.

Licenses and Certifications

A valid State of Oregon driver's license at the time of appointment.
