GEOGRAPHIC INFORMATION SYSTEM (GIS) TECHNICIAN

GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the GIS Coordinator, converts files from AutoCAD to ARC/INFO, updates and maintains databases and agency-specific GIS data sets and makes data available to other staff in a variety of forms and formats, provides AutoCAD and ArcView technical support to staff, and produces maps from GIS and CAD data on an ad hoc basis. Performs related duties as required.

Essential Duties

1. Converts as-built design specification files from AutoCAD to ARC/INFO, to update gaphic elements of city-wide Infrastructure Management System.

2. Extracts center line data from Subdivision Plat and Partition Plat files to update city-wide digital street map, and processes street name correction forms.

3. Provides technical assistance to employees for AutoDesk, ESRI and electronic document management (EDM) products; works with users to provide training, and write scripts and menu driver routines in LISP and AML to simplify instruction sets, and minimize redundant tasks.

4. Responds to ad hoc map requests from coworkers, other agencies, and the private sector, to include map production in AutoCAD, ARC/INFO, and ArcView, as well as data conversion, extraction, and manipulation to fulfill digital data requests.

5. Maintains databases and develops routines using applications including MapGuide and SpatialInfo applications, to assure that accurate data is available to other staff in the Department, and staff from other departments in a variety of forms and formats, including electronic access using internet based access.


6. Provides technical assistance on various CAD and GIS projects, which may extend to part, or all phases from setup to completion; assists other staff in troubleshooting technical problems with mapping applications; formulates layering conventions that facilitate data migration between software, and develops and maintains conversion tables, routines, and applications to maintain the data in the appropriate format upon project completion.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of CAD and GIS in a production environment with an emphasis on public works applications; considerable knowledge of sanitary and storm sewer systems, and cadastre mapping from a surveyor's perspective (COGO); knowledge of data standards that enhance data transfer between stations; knowledge of CAD data storage conventions; ability to work in a multi-platform distributed database environment; ability to utilize data, programs, and PCs to provide information for City employees, other agencies, and private sector customers; ability to work independently with minimal supervision; ability to work effectively within a predefined process, to include a team setting; ability to produce timely, understandable, and accurate reports; ability to communicate in oral, written, and electronic formats; ability to maintain effective working relationships with coworkers, other agencies, other customers, and the general public.

Experience and Training

Completion, or the equivalent of a two year college program with courses in geographic information systems, planning, engineering, or job-related computer programming, plus related work experience, typically two years using AutoCAD and ARC/INFO in a production environment. Additional related experience may be substituted for the required education, or any combination of experience, training and education that provides the required knowledge, skills, and abilities.
