City of Springfield FIRE CHIEF Pay Grade: 44 FLSA Status: Exempt Bargaining Unit: Nonunion
Under the administrative direction of the City Manager, directs the overall operation of the Department of Fire and Life Safety to ensure the most effective use of staff and resources for the protection of community life, property, and the environment. Performs related duties as required. Essential Duties 1. Plans, organizes, directs, and coordinates the activities of the Springfield Department of Fire and Life Safety in the protection of life, property, and the environment. 2. Directs the work of Deputy Chiefs, and participates in the planning and management of the following programs: Operations, Administration, Prevention and Hazardous Materials, Emergency Medical Services and FireMed, and FLS Training. 3. Enforces City, State, and National fire prevention codes, standards, and safety regulations by delegating authority and responsibility to department officers. 4. Plans, manages, and exercises control of budgetary resources; provides for personnel recruitment, selection, and training programs; provides a progressive system of performance evaluation, recognition, and discipline; takes necessary steps to maintain operational readiness and improve the Department. 5. Participates in fire service conferences and workshops, and other educational meetings to keep abreast of modern fire delivery system methods and administration. 6. Addresses civic and other groups regarding the activities and programs of Fire and Life Safety in order to inform and promote public understanding of its work; promotes fire safety practices. 7. Responds as needed to major fire alarms or disasters, and directs the work of the firefighters through line officers. 8. Participates in regional planning for fire protection and major emergencies; coordinates with area fire departments, emergency disaster agencies, and the State Fire Marshal's office. 9. Serves as a member of the City Management Team, and contributes to policy formulation, program development, and organizational planning; chairs Fire Management Team meetings, gives work assignments, and monitors strategic planning sessions. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Extensive knowledge of the principles, practices, techniques, and laws governing fire prevention, suppression, and emergency medical service delivery; thorough knowledge of management techniques, methods, and concepts; thorough knowledge of municipal and intergovernmental operations; considerable knowledge of budgeting and organizational planning methods and principles; ability to prepare and manage the budget and staff of Fire and Life Safety; ability to effectively utilize supervision and management skills; ability to work independently, exercise good judgment, and approach tasks in an analytical and problem solving manner; ability to work effectively with team oriented management; ability to effectively command department functions in emergency or disaster circumstances; ability to interpret complex information; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform assigned duties; ability to travel as required; ability to prepare complex reports that are accurate and understandable; ability to work cooperatively and build consensus; ability to develop effective working relationships with the City workforce, with community leaders, and with other fire management professionals; and skill in public speaking, and oral and written communications. Experience and Training Completion, or equivalent, of a job-related four-year college degree program, plus related professional work experience, typically five years of increasingly responsible management experience in the area of fire and life safety, or any combination of experience and training that provides the required knowledge, skills, and abilities. Licenses and Certifications A valid Oregon driver's license at time of appointment.
