GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Battalion Chief (Operations), provides full supervision to assigned fire fighting personnel in the operations of a station company; receives direction from higher rank offi-cers, who review non-routine work for effectiveness and conformance to department standards. Performs related duties as required.

Essential Duties

1. Supervises the performance, safety, and condition of assigned personnel, facilities, and apparatus involved in a station company, to include: enforcing department rules, regulations, and procedures; responding to emergencies, evaluating the situation, and determining the method of attack; assuring proper uniform clothing and the most efficient and safe placement of personnel; qualifying and per-forming as Incident Commander; performing basic life support services; conducting station safety inspections and removing hazards; and reviewing injuries and accidents and recommending correc-tive action.

2. Conducts and supervises company training activities.

3. Supervises and participates in pre-fire activities such as reviewing plans, conducting fire code in-spections of buildings and installations within designated areas, referring fire hazards to the Fire Marshal, and hydrant testing and maintenance.

4. Supervises and participates in fire prevention and public relations/education activities, including demonstrations and tours through the station.

5. Obtains necessary information and prepares various records and reports, such as emergency incident and accident reports; and records of the type, location, condition, and service performed on hy-drants.

6. Attends conferences, schools, classes, and various meetings to keep abreast of new developments and discoveries in fire behavior, fire fighting, fire prevention, personnel management, supervisory techniques and knowledge.

7. May act in the capacity of a Shift Supervisor; may function as a temporary, or permanent, project leader.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Considerable knowledge of the principles, practices, and procedures of modern fire prevention, suppres-sion, and emergency medical services; knowledge of required reports and the information that is needed to complete them correctly; knowledge of standard safety procedures and practices; knowledge of the City's geography, topography, streets and their physical condition, district boundaries, and other matters affecting response in the department's area of responsibility; knowledge of the operation and mainte-nance of fire apparatus and equipment; knowledge of the principles of hydraulics as applied to the fire service; knowledge of the behavior of fire and the characteristics of flammable and hazardous materials; ability to climb ladders, handle hose, and lift heavy objects; ability to work in high places and confined areas; ability to endure heat and cold, and strenuous activity; ability to lead personnel effectively, main-tain discipline, promote harmony, exercise sound judgment, and cooperate with other officers; and ability to establish and maintain good public relations.

Experience and Training

• Completion, or equivalent, of thirty (30) hours of formal supervisory training and coursework in Fire Science and Management or the Springfield Fire & Life Safety Officer Development Program (ODP), and five years of progressively responsible experience with the Springfield Department of Fire and Life Safety, or any combination of education and experience that provides the required knowledge, skills, and abilities.
• Employees promoted after January 2007 must complete the Officer Development Program.

Licenses and Certifications

• Oregon Class C driver's license covering the operation of all apparatus maintained by the department

• Oregon certification as an EMT-B

• Current DPSST or NFPA certification as an Instructor 1.

• Applicants must be certified as at least an Oregon Fire Fighter III or have an Associates Degree in Fire Science, or DPSST Fire Officer I, or NFPA Fire Officer I or be able to obtain certification within one year of appointment.

• Employees promoted after January 2007 must possess NFPA Instructor I certification and either possess or be able to obtain NFPA Fire Officer I certification within one year of appointment.

Condition of Employment

Uniform personnel hired after October 31, 1986, must refrain from the use of tobacco products at all times.
