GENERAL DUTIES AND RESPONSIBILITIES

Under the administrative direction of the City Manager or Assistant City Manager, directs the activities of the City of Springfield Finance Department and serves as City Treasurer and Metro Wastewater Management Commission Finance Officer. Performs related duties as required.

Essential Duties

1. Plans, coordinates, directs, and evaluates the operations of the Finance Department, within the framework of a team effort and the principles of authority, responsibility, and accountability; develops concepts and a philosophy that guides the fiscal operations for the City.

2. Administers overall City budget and long-range financial planning activities to include the control of City revenues and expenditures; provides financial management and planning guidance to the Budget Committee, City departments, boards, and commissions, and the City Council.

3. Exercises general supervision over departmental programs that include: Finance and Municipal Court operations; accounting, reporting, and auditing; treasury; and budget and long-range financial planning.

4. Participates as an active member of the Management Team by contributing to policy formulation, program development, and organizational planning, and by close communication and cooperation with other team members.

5. Serves as City Treasurer and as Finance Officer for the Metropolitan Wastewater Management Commission.

6. Implements organization objectives and policies by integration of thought, attention to details, priority ordering, and the consideration of information systems, cost factors, and resources.

7. Represents the Finance Department and the City to the City Council, Budget Committee, boards and commissions, other public and private agencies, the news media, and the general public.

8. Completes complex staff reports and performs difficult research and analyses of City fiscal programs, systems, and issues.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Extensive knowledge of financial systems, planning and operations; extensive knowledge of organizational budget and long-range financial planning methods, procedures and techniques; thorough knowledge of management techniques, principles, and practices as they relate to government operations; considerable knowledge of the principles and practices of cash management and investments; knowledge of financial information systems capabilities and applications; knowledge of municipal organizations, their structures, and their fiscal activities; knowledge of capital financing methods and procedures; knowledge of decision-making techniques; ability to utilize supervisory techniques to assign, review, and appraise the work of staff members; ability to apply City, State and Federal laws, regulations, policies, and procedures as they relate to the City Finance operation; ability to utilize word processing, spreadsheet, and database systems sufficiently to perform assigned duties; ability to apply financial management principles to achieve program goals; ability to work satisfactorily with a team-oriented management style; ability to communicate understandably and convey technical budget and fiscal information to commissions, boards, other agencies, and the general public; ability to represent the Department and City in the meetings, conferences, and public and news media inquiries; ability to establish and maintain harmonious working relationships; ability to prepare complex reports that are accurate and understandable; ability to travel as required.

Experience and Training

Completion, or equivalent, of a four-year college degree program, with major coursework in business administration, finance, accounting, or a related field, plus related professional experience, typically five years of progressively responsible experience in financial operations to include a minimum of one year at the mid-management level or higher. A Master's Degree in Business or Public Administration, Finance, or Accounting may be substituted for one year of non-managerial experience, or any combination of education and experience which provides the required knowledge, skills, and abilities.
