GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of the Water Resources Program Coordinator, provides technical field and office support in the development and implementation of the City's Water Resources Program, and assists with: training and maintaining relevant data and mapping systems, and enforcing state and federal water quality regulations that impact maintenance and construction activity. Performs related duties as required.

Essential Duties

1. Participates in the analysis and interpretation of state and federal water quality regulations that affect maintenance and construction practices; develops maintenance-related programs to promote compliance.

2. Interacts with Maintenance Division personnel to: learn division responsibilities, practices, and procedures; implement Best Management Practices (BMP) and Best Available Technologies (BAT) to comply with state and federal regulations; and train division staff in ways to adhere to the BMP and BAT.

3. Conducts inspections and monitors public and private facilities, as part of a team effort with Maintenance Division staff and the other Environmental Technicians; inspects for: water quality and capacity, and natural resources issues; compliance with regulatory requirements; spill detection and correction; other program areas of concern.

4. Collects field data and compiles reports; maintains data in support of City stormwater management program goals.

5. Provides information to members of the public, other agencies, and area business owners; participates in stormwater public education efforts; cooperates with other public agencies as needed.

6. Participates in the review of development proposals, and land/drainage alteration and encroachment permits, for impacts to City drainage facilities, sedimentation and erosion control, the drinking water protection plan, and other program-related areas.

7. Functions as part of a team in special projects involving the following City water resources issues: water quality and/or flow management; safety factors; channel modification; vegetation management; illicit and emergency spill detection and response; public education; and riparian enhancement and restoration.

8. Participates on the City STORMTEAM and other interdepartmental work groups intended to develop and implement a comprehensive water resources management program; serves as a liaison to the Maintenance Division.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Knowledge of public works maintenance practices related to drainage facilities, erosion/sedimentation control, and vegetation management; knowledge of general environmental management and planning principles, and the impacts of physical and chemical pollutants on the environment; knowledge of local, state, and federal water pollution, stormwater, and Endangered Species Act regulations; knowledge of mathematics as they relate to the duties of the job; ability to read, interpret, and understand facilities plans and specifications, and to inspect facilities for consistency; ability to use computers, and manage and report data via spreadsheets, basic GIS, and other relevant applications; ability to coordinate and implement water monitoring for water quality and flow conditions; ability to use sampling monitoring equipment that could weigh as much as 50 pounds; ability to analyze hydraulics and hydrologic characteristics of drainage facilities; ability to read and interpret sewer and drainage maps; ability to learn and practice City and division safety policies; ability to work harmoniously with coworkers, contractors, and the general public; ability to travel as required.

Experience and Training

Completion, or the equivalent, of two years of college course work in environmental studies, environmental engineering, or a related field, plus related work experience, typically three years in paraprofessional engineering, or environmental management that includes field experience related to maintenance, enhancement, or restoration of stormwater or other public works facilities. Additional related experience may be substituted for one year of college, or any combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Licenses and Certifications

Appointees must possess a valid Oregon Drivers' License at the time of appointment.
