City of Springfield ENVIRONMENTAL SERVICES MANAGER Pay Grade: 41 FLSA Status: Exempt Bargaining Unit: Nonunion
Under the general direction of the Public Works Director, manages administrative services to the Metropolitan Wastewater Management Commission (MWMC), and the City's sewer and drainage user fee programs; participates in preparing and administering the City's stormwater management plan, and the City's efforts to address other environmental issues. Performs related duties as required. Essential Duties 1. Manages the Environmental Services Division staff in providing administrative services to an intergovernmental body, the Metropolitan Wastewater Management Commission (MWMC); coordinates with other agency staff who provide operational services to MWMC, in order to conduct MWMC business. 2. Represents the City, and coordinates with other agency staff who represent MWMC in interactions with State and Federal regulatory agencies regarding: industrial wastewater pretreatment, permit applications and compliance, inspections, and other related issues. 3. Oversees the development and recommendation of regional sewer user rates and local sewer and drainage user rates; recommends the MWMC-approved regional sewer rates to both Springfield and Eugene City Councils for ratification; administers the adopted user rates and responds to citizen billing inquiries. 4. Manages the Environmental Services Division's participation in development of the City's stormwater management plan; coordinates with other City staff, and other public agencies, to address the environmental aspects of related issued. 5. Develops, administers, and monitors assigned budgets; negotiates and administers consultant contracts for construction and professional work; oversees capital improvement projects and construction as required. 6. Reviews existing and proposed legislation for impact on program activities; prepares implementation plans and/or official responses to proposed legislative changes; develops and recommends regional wastewater policy to MWMC; develops and maintains related procedures for compliance with appropriate regulations and policies. 7. Conducts special projects and reviews; oversees and interprets the research data and documentation for audits. 8. Participates as a member of the Department Management Team by contributing to policy formulation, program development, and organizational planning. 9. Acts in the absence of the Public Works Director, as required. QUALIFICATION REQUIREMENTS General Knowledge, Skills, and Abilities Thorough knowledge of public administration principles; thorough knowledge of supervisory techniques, methods, and principles; thorough knowledge of governmental regulatory processes and controls; thorough knowledge of grant and contract administration requirements; knowledge of environmental issues and technology; knowledge of codes, statutes, and regulations affecting wastewater and sanitary engineering and construction; ability to manage a public works division and supervise assigned staff; ability to develop and implement programs; ability to interpret complex guidelines; ability to analyze and formulate complex financial, administrative, organizational, and management recommendations; ability to develop, administer, and monitor budgets; ability to learn the necessary departmental and City policies and procedures; ability to prepare and present accurate, understandable reports; ability to travel to local and out of area meetings and conferences and to attend occasional off-hour meetings; ability to use computers sufficiently to perform the duties of the position; ability to communicate effectively; ability to work effectively with other employees, elected officials, other agencies, and the general public. Experience and Training Completion, or equivalent, of a job-related four-year college degree program, plus related work experience, typically four years of increasingly responsible professional experience in public administration, public works, or sanitary or environmental engineering, including grant and enterprise fund experience, and a minimum of one year staff supervision, or any combination of experience and training that provides the required knowledge, skills, and abilities.
