City of Springfield ENGINEERING TECHNICIAN 4 Pay Grade: 124 FLSA Status: Nonexempt Bargaining Unit: OPEU GENERAL DUTIES AND RESPONSIBILITIES Under the general supervision of a Supervising Civil Engineer, performs a variety of complex field and office work of a paraprofessional engineering nature. Performs related duties as required. Essential Duties 1. Performs engineering planning studies; uses complex hydraulics and hydrological calculations and techniques; completes capital project design work using personal computers and software. 2. Develops public improvement needs, scheduling, and cost estimates. 3. Prepares Engineer Reports, summarizes bids, processes pay sheets and completes ongoing technical office tasks. 4. Analyzes and interprets documents pertaining to land records, surveys, and subdivisions. 5. Maintains a variety of records, files, maps and descriptions. 6. Provides technical assistance related to the foreclosure process; prepares notices of foreclosures and notifies affected parties; provides information to members of the public, representatives of other agencies, and title companies, and maintains records of costs. 7. Inspects public works construction
and improvement projects. QUALIFICATION REQUIREMENTS General Knowledge, Skills and Abilities Considerable knowledge of technical survey principles and instruments; considerable knowledge of technical street, sanitary and storm sewer design; knowledge of construction principles and methods as they relate to large, capital projects; knowledge of electronic drafting procedures and practices; knowledge of mathematics including trigonometry and geometry; knowledge of rules and regulations of the foreclosure process; ability to perform skilled survey, inspection, and design tasks; ability to coordinate the design and project activity of large capital improvement projects; ability to utilize personal computers and engineering software to complete complex design and analysis; ability to analyze, interpret and prepare legal descriptions; ability to maintain precise records and prepare reports; ability to interpret laws, rules and regulations; ability to work effectively with coworkers, contractors and the public; ability to function as a lead worker for specific projects. Experience and Training Completion, or equivalent, of two years of college with major coursework in engineering, plus related work experience, typically five years of experience in paraprofessional engineering work. Additional related college coursework may be substituted for up to half of the required experience, or any combination of experience, training and education that provides the required knowledge, skills, and abilities. Licenses and Certifications Appointee must have a valid Oregon driver's license at the time of appointment.
