GENERAL DUTIES AND RESPONSIBILITIES

Under the general supervision of a Professional Engineer, Public Works manager, or supervisor, performs engineering work on public works improvement projects and public facilities. Performs related duties as required.

Essential Duties

1. Performs professional engineering work in preparing or reviewing: facility plans, studies, budgets, designs, drawings, specifications, and calculations necessary for planning and construction of sanitary sewers, storm sewers, streets, and other Public Works improvements, and/or to provide other engineering support to the City.

2. Prepares documents related to contract administration; monitors Public Works construction projects to assure quality of construction and conformance with contract requirements.

3. Reviews and updates engineering design specifications, and participates in the development and implementation of public works infrastructure requirements and standards relating to streets, traffic control, sanitary sewers, wastewater facilities, stormwater management, erosion control, and other aspects of public and private construction.

4. May calculate Systems Development Charges associated with private development, or develop or calculate other fees and charges related to public works infrastructure development.

5. Participates in the preparation of correspondence, reports, agenda items, project recommendations or other written materials for presentation to Councils or Commissions.

6. Serves as a liaison with other public and private agencies for the planning and completion of Public Works projects.

7. May participate on the Development Review Committee, and assist in establishing requirements regarding public infrastructure or other requirements needed for property development.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills, and Abilities

Knowledge of the principles and practices of civil engineering, and construction and inspection, as they relate to Public Works improvement planning, studies, standards, and projects; knowledge of the principles and techniques of contract document preparation, and contract administration as they apply to public improvement projects; knowledge of state and federal regulations and related municipal requirements; ability to apply civil engineering principles and techniques; ability to interpret and implement policies,
procedures, rules, and requirements; ability to utilize computer hardware and software sufficiently to perform the duties of the position; ability to establish and maintain effective working relationships with City employees, elected officials, representatives of outside agencies, consulting engineers, contractors, private developers, and the public; ability to communicate effectively orally and in writing; ability to travel as required.

Experience and Training

Completion, or equivalent, of a job-related four-year college degree program in Civil Engineering or a related field, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities.

Licenses and Certifications

A valid Oregon driver's license at the time of appointment; and (1 of the following)

Registration as an Engineer-in-Training in the State of Oregon; or

Registration as an Engineer-in-Training in a reciprocal state and the ability to obtain Oregon registration within six (6) months of appointment
