                                                         General Summary of Duties

Under the general supervision of the Environmental Services/MWMC Manager, supervises work unit responsible for key MWMC administration programs as well as local sewer and drainage administration programs; performs interagency management and lead technical work for MWMC administration functions; develops and maintains rate models ;analyzes and reviews sewer user revenues with regard to budgeted amounts, conducts complex rate model analyses; oversees sewer user customer services; manages citizen advisory committees; acts in the capacity of the ESD Manager including the role of MWMC General Manager as assigned; may act in capacity for other ESD Supervisors as assigned.

 

 

                                                       Distinguishing Characteristics

This position is distinguished by its interagency program management and lead technical work for MWMC administration functions, its complex rate model analyses and its high level of interagency (i.e. Eugene, Springfield, and Lane County) participation, public and political visibility and/or volatility.  The position requires considerable exercise of initiative and independent judgment within established guidelines.  The position also requires considerable interpersonal and mediation skills while working across agencies and with the public.  The Sewer and Drainage Supervisor differs from the Pretreatment and Pollution Control Supervisor in that the later position’s focus is on compliance with federal, state and local mandates and permits and its responsibility for local and MWMC policy development regarding water quality, wastewater, recycling and pollution prevention. The Sewer and Drainage Supervisor position differs from the Water Resources Program Supervisor in that the later position’s focus is on storm water management, development, implementation and enforcement of plans and ordinances that meet state and federal surface water management requirements and other related environmental programs.

 

 

Supervision Received and Exercised:  Reports to the ESD/MWMC Manager. Supervises professional, paraprofessional and technical staff.

             

 

Essential Job Functions: Any one position may not include all of the duties listed nor do the listed examples include all tasks, which may be found in positions of this class.

·        Supervises work unit responsible for key MWMC administration programs as well as local sewer and drainage administration programs; assigns responsibilities, monitors and directs work and project progress to secure consistent quality and conformance to standards and schedules; facilitates subordinate training and goal setting; evaluates subordinate performance, takes disciplinary action, and recommends hiring and termination decisions;

·        Develops and maintains rate models, analyzes and reviews sewer user revenues with regard to budgeted amounts, conducts complex rate model analyses to determine accuracy and user class equity in reflecting wastewater treatment cost centers and costs of service across user classes; maintains regional wastewater system development charge methodology, consistent with statutes and Commission policies; and develops and proposes annual fees and charges based on short and long term financial plan and CIP;

·        Oversees sewer user customer services, negotiates/manages billing and collections contract and working relationships with the Springfield Utility Board; directs the resolution of inquiries, complaints, problems or emergencies affecting the availability or quality of services.  Responds to unusually sensitive or complex customer service complaints;

·        Manages citizen advisory committees established to advise staff and MWMC on long-range plans, and system development charge methodologies.  Conducts technical analytical work to support these projects and may contract with and manage qualified consultants to complete assigned projects;

·        Interacts with public jurisdictions and agencies and convenes/attends meetings and conferences as required for the implementation of projects and plans that have local (Springfield) and/or regional (MWMC) environmental, financial, and/or process improvement benefits;

·        Provides budgetary and financial analyses and other technical analytical support for the development long-range facilities plans, environmental compliance programs/projects, etc. as requested by other MWMC (Eugene and Springfield) program supervisors/manager;

·        Oversees the MWMC public information and education program, including production of major MWMC public information documents and programs; ensures appropriate emergency communication and reporting protocols are established and maintained for wastewater facilities incidents;

·        Manages interagency development of the MWMC budget and CIP, including accountability for scheduling, interagency coordination, development of budget and other related data inputs, timely reporting; and preparation of all budget related reports and materials; providing MWMC administration support in managing/tracking capital assets by creating and maintaining tracking and reporting systems;  participating in the annual MWMC financial audit;

·        Develops and monitors work unit budget, and assists in the preparation of the Division budget;

·        Prepares and presents a wide variety of technical and analytical reports and resolutions and ordinances for the MWMC and the Springfield City Council as requested;

·        Monitors and evaluates legislation and rule changes particularly in the areas of wastewater treatment utilities administration, and sewer and drainage administration programs, assesses potential impact and recommends strategies for compliance;

·        Participates as a member of the Division’s management team, including providing Division and work unit leadership; developing and prioritizing Division’s work plans and budgets, understanding, representing and supporting the Division’s, Department’s and City goals and objectives; and providing work unit resources and expertise where possible and appropriate to meet these broad objectives;

·        Plays a lead role in assisting the MWMC General Manager in managing work plans, agendas and meeting following-up for the MWMC interagency Technical Advisory Committee (TAC);

·        Acts in the capacity of the ESD Manager, including the role of MWMC General Manager as assigned;

·        Performs other related duties consistent with the role and function of the classification.

 

 

                                                                    Qualifications

Knowledge of:

·        Public administration principles, enterprise fund management and public utility budgeting and asset management;

·        Storm water and wastewater utility administration;

·        Economic relationships and financial and economic analytical principles;

·        Rate models, user charge and connection fee methodologies;

·        Long-range financial forecasting for municipal sewer and drainage enterprise funds;

·        Principles and practices of supervision, training and personnel management;

·        Budget and work plan preparation and administration for use in managing/tracking capital assets and the development of a work unit budget;

·        Analysis and research techniques sufficient to be able to determine information needed, secure and analyze desired information and formulate recommendations;

·        State laws and rules that guide public utility administration, including: establishment of fees and charges; procurement of goods and services;

·        Public information/education programs and techniques concerning the creation of public information documents and public outreach programs;

 

Ability to:

·        Develop rate models and user charge and connection fee methodologies;

·        Prepare resolutions and ordinances to include findings, documentation and legal review, and manage presentation, public notice and review requirements.

·        Oversee preparation of MWMC budget and financial information and develop a work unit budget;

·        Communicate effectively both orally and in writing to convey technical material to audiences with varying familiarity with the subject matter: City Council, Commissions, Boards, other agencies, and the general public;

·        Prepare complex reports that are accurate and understandable;

·        Utilize conflict management and dispute resolution skills to resolve customer issues and cross agency  issues or conflicts;

·        Establish and maintain a harmonious and productive work unit aligned with the City’s customer service culture, teamwork orientation and organization-wide focus;

·        Plan, organize and manage multiple complex projects where diverse demands are involved in a manner that maintains interagency participation, fulfills work plan tasks and meets due dates;

·        Make accurate computations and to utilize basic statistical principles as they relate to rate modeling;

·        Establish and maintain effective work relationships with City Council, Commissions, Boards, other agencies, co-workers, consultants and the general public;

·        Communicate both orally and in writing;

·        Use a computer and associated software, to include data analysis, database management programs and electronic spreadsheets, in order to perform the essential functions of the position;

 

Experience and Training:  Any equivalent combination of education and experience which provides the knowledge, skills and abilities required to perform the job.  A typical way to obtain the knowledge, skills and abilities would be:

 

Training:  Completion, or equivalent, of a job-related four-year college degree program in Public Administration, Economics or related field.  A Masters Degree in a related field is desired.

 

Experience:  plus related work experience, typically three years of increasingly responsible experience to include public infrastructure or utilities administration functions to include one year in a supervisor or project lead role.

                                                               Working Conditions

The principal duties of this class are performed in a general office environment; with significant interoffice travel to off site locations. The incumbent must have the mobility and ability to perform job duties at various locations throughout Springfield, Eugene and other locations on a regular basis.  Attendance at meetings and completion of work projects outside the normal 8 to 5 workday is a routine requirement for this position.

Classification History:

3/05:  New classification created when the Environmental Services Supervisor position was divided into two positions each with a different focus:  one on industrial pretreatment and pollution control programs and the other on MWMC administration and sewer and drainage programs.
