                                                         General Summary of Duties

Under the general supervision of the Environmental Services/MWMC Manager, administers the City’s Industrial Pretreatment Program and participates in and supervises the inspection of industrial and commercial waste dischargers to ensure compliance with local, state and federal ordinances, laws and permit requirements; provides lead interagency coordination and implementation of MWMC Pretreatment Program; responsible for long-range planning and budget development, prepares comprehensive reports for submittal to regulatory agencies demonstrating compliance with NPDES and other permit requirements; manages the City’s recycling program; participates on the Pollution Prevention  Coalition of Lane County; acts in the capacity of the ESD Manager including the role of MWMC General Manager as assigned; may act in capacity for other ESD Supervisors as assigned.

 

 

                                                       Distinguishing Characteristics

This position is distinguished by its responsibilities for ensuring the City’s compliance with local, state and federal laws pertaining to industrial pretreatment and industrial and commercial waste discharges as well as solid waste reduction and recycling requirements.  The position requires considerable exercise of initiative and independent judgment within established guidelines.  The Pretreatment and Pollution Prevention Supervisor differs from the Sewer and Drainage Program Supervisor in that the later position has responsibility for local sewer/drainage and MWMC administration programs rather than compliance programs. The Pretreatment and Pollution Prevention Supervisor differs from the Water Resources Program Supervisor in that the later position’s focus is on storm water management and related environmental programs.

 

 

Supervision Received and Exercised:  Reports to the ESD/MWMC Manager.  Supervises  technical and support staff.

             

 

Essential Job Functions: Any one position may not include all of the duties listed nor do the listed examples include all tasks, which may be found in positions of this class.

·        Develops, establishes and maintains the City’s Industrial Pretreatment Program as mandated by the Environmental Protection Agency (EPA) and regulated by the Oregon Department of Environmental Quality (DEQ);

·        Provides lead interagency coordination and implementation of MWMC Pretreatment Program policies, procedures; serves as MWMC and partner agencies’ administrative agent, to assure regular meetings, coordination and resolution of issues or inconsistencies between agency Pretreatment programs and staff work, preparation and submission of required annual compliance reports to the DEQ including, but not limited to, the Temperature Management Plan Annual Report, the Industrial Pretreatment Program Annual Report, and the Infiltration and Inflow Annual Report;

·        Supervises unit work, assigns responsibilities, monitors and directs work and project progress to secure consistent quality and conformance to standards and schedules; facilitates subordinate training and goal setting; evaluates subordinate performance, takes disciplinary action, and recommends hiring and termination decisions;

·        Reviews information regarding Federal and State legislation, regulations, and permits pertaining to environmental pollution control and abatement; assesses potential impacts and recommends and implements strategies for compliance;

·        Directs studies/surveys of new or proposed industrial dischargers in order to determine the degree of involvement with the City of Springfield Industrial Pretreatment Program, and establishes applicable conditions for approval of industrial development which impacts the wastewater system;

·        Enforces rules, regulations, codes and ordinances pertaining to applicable portions of the Federal Clean Water Act and the Springfield Municipal Code;

·        May serve as lead staff in reviewing and negotiating the National Pollutant Discharge Elimination System (NPDES) permit;

·        May be the lead evaluator and/or negotiator with DEQ regarding other aspects of regulatory compliance, such as temperature management, Safe Drinking Water Act, and anti-degradation or anti-backsliding regulations;

·        Ensures that industrial discharge permits and annual billings are issued accurately and in a timely manner; prepares and maintains permitting reports and files in strict conformity with EPA and DEQ Pretreatment Program regulations;

·        Manages the City’s solid waste reduction and recycling program in collaboration with other City divisions and departments, and implements programs to support City compliance with Lane County’s required waste reduction/recycling targets; Participates in or directs the activities of the City’s representative to the Lane County Resource Recovery Advisory Committee (RRAC), and oversees the City’s participation as a member of the interagency Pollution Prevention Coalition of Lane County (P2C);

·        Participates as a member of the Division’s management team, including  providing Division and work unit leadership; developing and prioritizing Division’s work plans and budgets; understanding, representing and supporting the Division’s, Department’s and City goals and objectives; and providing work unit resources and expertise where possible and appropriate to meet these broad objectives.

·        Monitors employee activity and equipment operations to ensure safety practices; implements and maintains safe operating practices; assures compliance with proper safety procedures, rules, and regulations;

·        Prepares and provides, in oral and written format, information and reports to MWMC, the Springfield City Council, senior staff, and others as assigned;

·        Develops and monitors work unit budget, and assists in the preparation of the Division budget;

·        Responds to pollution spills or incidents and may advise emergency management staff as to proper remediation/response measures; tracks permitted industries spill prevention and containment plans;

·        Acts in the capacity of the ESD Manager, including the role of MWMC General Manager as assigned;

·        Performs other related duties consistent with the role and function of the classification.

 

 

                                                                    Qualifications

Knowledge of:

·        State and Federal requirements and standards for Industrial Pretreatment Programs;

·        Local, State, and Federal water quality criteria and water pollution control regulations as they apply  to wastewater, industrial pretreatment programs, and storm water pollution control;

·        Principles of water and environmental chemistry, including organic inorganic, and analytical chemistry;

·        Current technology and common treatment processes utilized by various industry types for pretreatment of industrial wastewater, including pollution prevention and wastewater minimization practices;

·        Principles and practices of an activated sludge wastewater treatment plant;

·        Principles and practices of supervision, training and personnel management;

·        Budget and work plan preparation and administration;

·        Analysis and research techniques;

·        Safety practices for applicable field work conducted by technical staff, including but not limited to, hazardous materials safety, blood borne pathogens, confined space entry, traffic control, and proper selection and use of personal protective equipment.;

·        Sample collection and preservation, including industrial wastewater, groundwater, and soils;

·        State recycling laws and regulations, and available recycling, waste reduction and hazardous waste management techniques;

 

 Ability to:

·        Produce accurate work of a highly detailed nature, as dictated by federal pretreatment program requirements;

·        Research and apply solutions as they apply to complex technical matters pertaining to water quality, chemical properties of pollutants, hazardous materials, sampling and remediation techniques and immediate or long-term pollution incidents or problems;

·        Apply general knowledge of principles of water and environmental chemistry to pollutants of concern pertinent to industrial users of the wastewater system;

·        Conduct technical research, make detailed analysis, formulate recommendations and prepare comprehensive reports;

·        Establish and maintain effective work relationships with City Council, Commissions, Boards, other agencies, co-workers, consultants and the general public;

·        Establish and maintain a harmonious and productive work unit aligned with the City’s customer service culture, teamwork orientation and organization-wide focus;

·        Communicate both orally and in writing;

·        Write and present accurate, understandable reports;

·        Use a computer and associated software, to include data analysis, database management programs and electronic spreadsheets, in order to perform the essential functions of the position;

 

Experience and Training:  Any equivalent combination of education and experience which provides the knowledge, skills and abilities required to perform the job.  A typical way to obtain the knowledge, skills and abilities would be:

 

Training:  Completion, or equivalent, of a job-related four-year college degree program plus

 

Experience: related work experience, typically three years of increasingly responsible industrial pretreatment experience, to include one year as in a supervisor or project lead role.

                                                               Working Conditions

The principal duties of this class are performed in a general office environment with significant interoffice travel to off site locations and performance of periodic on-site inspections at industrial sites throughout the City. The incumbent must have the mobility and ability to perform job duties at various locations throughout the City on a regular basis.  Attendance at meetings outside the normal 8 to 5 workday is a routine requirement for this position.

3/05:  New classification created when the Environmental Services Supervisor position was divided into two positions each with a different focus:  one on industrial pretreatment and pollution control programs and the other on MWMC administration and sewer and drainage programs.
