EMERGENCY MEDICAL SERVICES PROGRAM OFFICER

GENERAL DUTIES AND RESPONSIBILITIES

Under the direction of the Deputy Chief, Emergency Medical Services (EMS), provides program supervision for the EMS Division. Performs related duties as required.


Essential Duties

1. Provides management assistance by supervising program areas of the EMS Division, including the field services system, the FireMed ambulance membership program, the account services program, and other EMS Division programs and activities.

2. Supervises and controls EMS system performance by analysis of system data, on-going inspections, direct observation, and quality control checks.

3. Coordinates EMS quality improvement; supervises and evaluates the clinical performance of all department medical personnel; investigates clinical complaints and recommends resolution; coordinates paramedic internships.

4. Monitors and ensures compliance with applicable local, state, and federal ordinances, laws and regulations that pertain to emergency medical services; participates in the formulation and implementation of EMS policies and procedures.

5. Recommends financial additions, deletions, and adjustments, and participates in the development of program operating budgets and other fiscal activities of the EMS Division.

6. Coordinates the development of training programs for department EMT personnel; participates as an instructor in department training activities; plans and presents EMS education programs regarding the EMS system and operation to citizen and community groups.

7. Ensures the maintenance of ambulance and medical equipment, and the medical supply inventory; purchases new equipment as necessary.

8. Attends conferences, schools, classes, and meetings as directed by the Deputy Chief of the EMS Division, in order to maintain a current awareness of contemporary EMS techniques, developments, laws and regulations.

9. Conducts technical analyses; prepares and maintains various records and reports.

10. Coordinates the EMS Infection Control program and serves as the department's Infection Control Officer; may respond to fire, medical, and hazardous materials or other incidents, and may be assigned Incident Command staff responsibilities.

11. Coordinates the operation of the Springfield/East Lane EMS system with the Eugene/West Lane Service.

QUALIFICATION REQUIREMENTS

General Knowledge, Skills and Abilities

Considerable knowledge of the principles, practices, and procedures for the field delivery of emergency medical services, and for the field delivery of emergency medical services, and for modern fire suppression and prevention; considerable knowledge of current EMS systems, operations, and techniques to include technical and clinical policies and practices; knowledge of the principles of program management and planning, and basic employee supervision; knowledge of user-fee and membership supported emergency medical services system operations; knowledge of techniques and methods of fire suppression, fire prevention, and hazardous materials control; ability to learn the rules regulations, laws, and ordinances as they relate to EMS program supervision; ability to learn the capabilities, needs, and resources of adjacent area services; ability to analyze the effectiveness of the EM program as it fulfills the needs of the City and the ambulance service area; ability to utilize inspection and quality control measures to determine the need for new methods, training, and/or equipment; ability to interact harmoniously with Division, Department, and City staff, other agency personnel, and the general public; ability to plan, organize, and supervise Division programs with minimal direction; ability to provide quality instruction for medical and EM-related classes; ability to complete accurate, understandable reports; ability to communicate effectively in oral, written, and data processing formats.

Experience and Training

Two years of college with coursework in Fire Science, Fire Administration, Health Services, or a related field, and five years of experience in fire service or EMS service as a field provider of prehospital Advanced Life Support (paramedic). Additional related experience may be substituted for the two years of college on a year for year basis, or any combination of experience and training that provides the required knowledge, skills, and abilities.

Licenses & Certifications

State of Oregon driver's license is required at time of appointment.

Oregon Health Division certification as an Emergency Medical Technician-Paramedic.

Department of Public Safety Standards and Training (DPSST) certification as a Basic Fire Fighter.

Certification as NFPA Instructor I and the ability to obtain an Instructor II certification within one year of appointment.

American Heart Association (AHA) certification as a CPR Instructor within one year of appointment.

CONDITION OF EMPLOYMENT

Employees hired after October 1986 shall refrain from using tobacco products.
