General Summary of Duties |
Under the direction of a Supervising Civil Engineer or other Public Works supervisor, performs a wide variety of highly responsible, professional-level duties in the development, procurement, management, coordination, oversight and field observation of multiple construction projects through the design and construction process. This includes project planning, project launch, design consultant selection, contract preparation, pre-design and design management, bidding, construction contract administration, field observation, risk management, on-site coordination, quality control, budget/cost/schedule control and all aspects of contract management. . Performs related duties as required.

Distinguishing Characteristics |
The Design and Construction Manager is responsible for day to day coordination and accomplishment of all aspects of assigned projects from start to finish including making sure the project goals are accomplished within a prescribed time frame and budget, and providing coordination, management and quality control for the project to include developing project work programs and schedules; soliciting, contracting and overseeing work of design consultants; development of construction bid packages; management and oversight of construction; field observations; and project closeout. The Design and Construction Manager position consults with the Supervising Civil Engineer on key issues of the project and coordinates with the supervisor for the use of support services such as office support and use of construction inspectors, if available, for assistance in field observation and construction management assistance on assigned projects. The Design and Construction Manager is distinguished from the Supervising Civil Engineer in that the Supervising Civil Engineer has broad responsibilities for multiple projects and oversees and coordinates the work of Design and Construction Managers and/or other support staff.

· Prepares and monitors work programs, cost estimates, and schedules for assigned projects to assure completion within prescribed time frame and budget.
· Prepares requests for proposals for consultant services which could include studies, pre-design, design, services during construction, inspection services or other professional services.
· Leads or participates in selection of consultants, negotiation and preparation of consultant contracts, and management of consultant work to ensure compliance with the scope, schedule, and other program and contract requirements.
· Participates and takes an active role in the pre-design and design planning and formulation of design alternatives and solutions for the assigned projects, including coordinating input from staff, other agencies, regulators, value engineering and other interested parties on the design of projects, and scheduling and holding design workshop meetings.
· Acts as client representative on behalf of the City for project specific related communication and coordination.
· Coordinates and assists in preparation of construction bid documents and contract documents and coordinates the advertising, bid process, selection and contracting of construction, equipment and/or materials contracts.
· Coordinates and performs construction management duties during construction of assigned projects, including: reviewing and monitoring contractor’s schedule for proper logic, sequencing and cost loading; scheduling and facilitating construction meetings; coordinating with other on-going construction projects or operations which may be affected by the construction; coordinating and/or performing field observations to confirm and enforce compliance with contract documents; documenting deficiencies and quality of work; coordinating and documenting special testing and inspections as needed; coordinating design consultant services during construction; reviewing, negotiating and processing requests for change orders; initiating and assisting in conflict and dispute resolution; coordinating responses to requests for information; coordinating review of required submittals; preparing and processing progress payments; performing other duties necessary to oversee and manage the construction contract.
· May provide functional and technical direction for work assignments of those assigned to assist with or perform construction or other duties; reviews and evaluates work for quality and timely completion;
· Coordinates, procures and complies with necessary permits and approvals for the project work.
· Prepares and provides, in oral and written format, information, reports and visual materials to management, officials, commissions, the public, and others as assigned.
· Participates in the development of policies, procedures, and standards for design and construction management.
· Maintains regular job attendance and adherence to working hours
· Performs other related duties consistent with the role and function of the classification.

Qualifications |
Knowledge of:
· Generally accepted standards, methods, principles and procedures as related to planning, design, and construction of Public Works facilities;
· The operating practices of construction, engineering and architectural firms;
· Methods of preparation and evaluation of requests for proposals, contract bidding, submittal processing, progress payment processing, construction observation, and contract recordkeeping and reporting
· Principles and practices of contract management and construction management
· State and local procurement rules and regulations and other laws and regulations governing installation of public works facilities.
· The assembly and use of contract documents and specifications
· The principles and practice of project and construction scheduling and monitoring and evaluation of schedules
· Methods of cost estimating for public projects
· Permitting requirements and regulations affecting public infrastructure projects
· Methods of effective coordination, communication and team-building
Ability to:
· Establish and maintain effective work relationships and coordination with co-workers, consultants, contractors, vendors, other agencies and the public;
· Provide technical guidance and/or lead direction to project management staff and other team members as required;
· Complete projects and assignments independently;
· Assemble data and prepare summaries, analysis, recommendations and reports
· Establish, review, monitor and evaluate critical path method schedules and changes in schedules
· Effectively develop, solicit, select and negotiate contracts and contract changes and manage consultant and construction contracts
· Communicate effectively both orally and in writing, including developing and delivering presentations
· Use a computer and associated software in order to perform the essential functions of the position with familiarity with SureTrak, Microsoft Project or other related construction industry software desired;
· Perform field observations safely at sites that are in various stages of construction, and may require walking on uneven terrain, and climbing ladders and scaffolding.
· Assess and report contract compliance and product/service quality, maintaining detailed records of observations, inspections and other quality control procedures.
· Manage budget and cost accounting for assigned projects, including preparation of pay reports.

Experience and Training: Any
equivalent combination of education and experience which provides the
knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge,
skills and abilities would be: |
Training: Completion, or equivalent, of a four year college degree in Architecture, Civil Engineering, Construction Management or a related field, plus
Experience:

Registration as a Professional Engineer in the
State of Oregon and a minimum of four years of relevant industry experience to
include experience managing civil infrastructure design and construction projects
OR
· A minimum of 8 years relevant industry experience that includes experience managing civil infrastructure design and construction projects with at least 4 years of primary project management responsibility.

Working Conditions |
The principal duties of this class are performed in a general office environment and in the field. The incumbent will be required to conduct field observations safely at sites that are in various stages of construction, and may require walking on uneven terrain, and climbing ladders and scaffolding.
