Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
direction of the Fire Chief, manages the Emergency Medical Services
(EMS) Division of the Fire and Life Safety Department. Performs related
duties as required.
Essential Duties
1. Manages the City's
EMS Division and enterprise program within the assigned ambulance service
area; coordinates operations with other related systems and develops,
administers, and monitors program budgets and revenues.
2. Researches and
evaluates, develops and recommends, related programs that provide services
to the community, and financial stability for the City's prehospital
medical services delivery system; manages ambulance membership program
(FireMed), and approves marketing and advertising campaigns.
3. Directs the medical
standard of care and level of clinical sophistication within the EMS
program; investigates complaints and takes corrective action as necessary;
evaluates quality control of prehospital care and oversees the Department's
medical director through an independent contractor agreement.
4. Develops and
maintains related procedures for compliance with appropriate laws, regulations,
and policies; prepares and presents special reports.
5. Evaluates proposed
and adopted legislation to determine the potential impact on division
program activities.
6. Participates
as a member of the Fire Management Team by contributing to policy formulation,
program development, organizational planning, and budget preparation
and monitoring.
7. May respond to
major fire, medical, hazardous materials, or other incidents as part
of the command staff; acts in the absence of the Fire Chief as required.
8. Represents the
division and department during interaction with the media, public, other
departments, and various agencies.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Thorough knowledge
of EMS administration, organization, and operations; thorough knowledge
of statutes and regulations that affect division operations; thorough
knowledge of supervisory techniques, methods, and principles; considerable
knowledge of rate setting, insurance processes, and financial analysis
related to health care management; considerable knowledge of principles
of marketing and advertising as it relates to local government programs;
considerable knowledge of fire department administration and operations;
knowledge of techniques and methods of fire suppression, fire prevention,
and hazardous materials; ability to develop, administer, and monitor
program budgets; ability to interpret and apply complex guidelines;
ability to prepare and present accurate, understandable reports; ability
to communicate effectively; ability to negotiate related contracts;
ability to travel as required; and ability to work effectively with
other employees, other agencies, elected officials, and the general
public.
Experience and
Training
Completion, or equivalent,
of a job-related four-year college degree program, plus related work
experience, typically five years of increasingly responsible experience
in health care administration or EMS, to include at least one year of
supervisory experience. A job-related two-year college degree plus two
years field provider experience in prehospital advanced life support
(paramedic) may be substituted for the four-year degree, or any combination
of experience and training that provides the required knowledge, skills,
and abilities.
Licenses and
Certifications
Appointees must
have a State of Oregon driver's license at the time of appointment.
Oregon Health Division
certification as an EMT-Basic Level.
Oregon Board on
Public Safety Standards and Training certification as a Firefighter-Basic
Level, or the ability to obtain a certificate within six months of appointment.
CONDITION OF EMPLOYMENT
Employees hired
