Summary
GENERAL DUTIES AND
RESPONSIBILITIES
Under the general
supervision of the Court supervisor, performs varied clerical, financial
and technical tasks of a complex nature as part of a team that provides
administrative support for the City of Springfield Municipal Court.
Performs related duties as required.
Essential Duties
1. Performs varied
clerical and technical work of a complex nature; maintains court case
records by reviewing and posting all relevant information; coordinates
with other co-workers, judges, attorneys, other City departments and
other agencies.
2. Completes complex financial tasks involving the monitoring and processing
of transactions to include the following: cash receipting, records balancing
and reconciliation; coordinates accounts receivable/payable, and collections;
orders unit office supplies through departmental channels or by direct
purchase, if necessary.
3. Provides technical and functional supervision for the Court Clerks
by answering questions, offering guidance, and training staff whenever
necessary; participates with court proceedings as required.
4. Participates in the control, issuance, entry and clearance of warrants
by: reviewing case records, coordinating with attorneys and other city
departments, and entering and removing the warrants in the computer.
5. Coordinates jury activities by compiling juror lists, preparing summonses,
weekly jury packets, and jury schedule notifications; serve as jury
clerk/bailiff.
6. Utilizes knowledge of information services, equipment and computer
capabilities as they relate to municipal court operations, in order
to participate in system data entry control, upgrades, enhancements
and design; uses job control languages to generate reports as needed;
enters and retrieves information via regional and City computer systems.
7. Notarizes affidavits, certified copies of convictions, security release
agreements, complaints and other documents, in order to provide varying
degrees of legal witness.
8. Types letters, memoranda and forms, to include documents regarding
warrants, bail records, correspondence to defendants, jury processes,
driver safety programs, and "show-cause" forms; prepares judges'
evaluation packets.
9. Notates Oregon State Bureau Fingerprint Disposition cards when case
is completed and forwards the card to the Bureau and the Police Department.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills and Abilities
Considerable knowledge
of the regulations, statutes, procedures, and policies that apply to
municipal court operations; considerable knowledge of administrative
support procedures; considerable knowledge of the capabilities of regional
information systems as they relate to case management, financial recordkeeping
and data entry and retrieval techniques; knowledge of unit ordering,
resupply, and purchasing procedures; knowledge of basic bookkeeping
and accounting concepts and techniques; ability to provide technical
and functional supervision and training for court clerks; ability to
work harmoniously with co-workers, members of the legal profession,
other City departments, other agencies and the general public; ability
to operate office equipment to include typewriters, calculators, photocopiers,
and computers; ability to type sufficiently to perform the duties of
the position; ability to maintain orderly records and files; ability
to perform basic bookkeeping activities; ability to learn City, and
other organizational procedures, as they relate to Municipal Court operations;
ability to learn regional and City data access methods sufficiently
to run reports as needed; ability to work within the time constraints
associated with legal processes and court scheduling; ability to communicate
effectively in oral and written formats; ability to obtain a commission
as a Notary Public in accordance with ORS 194; ability to travel as
required.
Experience and
Training
Three years experience
in the administrative support of court operations and/or legal processes,
to include experience with financial recordkeeping and computer information
systems. Formal, related training may be substituted for one year of
the required experience, or any combination of experience, training
and education that provides the required knowledge, skills, and abilities.
Licenses and
Certifications
Appointees must
have a valid State of Oregon driver's license at the time of appointment.
