Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Building Official, provides continuous on-site City
inspection services for major commercial construction projects, to assure
compliance with State/City minimum construction standards and approved
development plans. Performs related duties as required.
Essential Duties
1. Confers with
architects, engineers, developers and contractors in matters relating
to building design, materials and methods of construction; serves as
the Building Division representative for all phases of construction.
2. Reviews construction
plans, specifications, material analysis, reports, field tests, change
orders, and site drawings; verifies field tests which are required by
contract documents; initiates design changes as necessary.
3. Coordinates assigned
inspection staff and schedules specific timelines for required inspections;
provides continuous on-site surveillance of construction work, materials,
and methods.
4. Administers construction
contracts to ensure that projects are completed in accordance with State
law, specifications, and approved plans.
5. Prepares reports,
letters, and correction notices for code violations and variations from
approved plans; completes and submits reports as required by construction
procedures or special supervisory requests.
6. Maintains permanent
files of construction documents and prepares a daily log of construction
activity; maintains daily time records for construction monitoring reports;
enters and retrieves data using PC and mini-computer systems and applications.
7. Investigates
and resolves complaints received from the public, developers, architects,
engineers, contractors, and representatives of other public agencies
and public utilities.
8. Participates
in public information meetings; coordinates and conducts inspection
tours of construction activities.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Considerable knowledge
of construction methods, and inspection procedures and practices; considerable
knowledge of construction codes as they apply to assigned projects;
considerable knowledge of the principles and techniques of contract
administration; knowledge of engineering techniques as they relate to
field project responsibilities; knowledge of technical requirements
that are unique to the construction of large commercial facilities;
knowledge of the principles of project leadership, training, and work
scheduling; ability to apply inspection principles at construction work
sites to insure compliance with state and local standards; ability to
assign and review the work of project construction inspectors; ability
to analyze data, plans, and contracts; ability to complete mathematical
calculations sufficiently to perform the duties of the position; ability
to enter and retrieve data using division computer equipment; ability
to provide timely, accurate, and understandable reports; ability to
communicate effectively in oral and written formats; ability to work
harmoniously with coworkers, contractors, developers, engineers and
architects, other public agencies, and the public.
Experience and
Training
Five years of diversified
building construction experience that includes concrete, masonry, steel,
and complex wood framing experience, and three years of experience in
a lead role with inspection responsibilities. Oregon registration as
an Architect or Engineer may be substituted for four years of the non-lead
experience, or any combination of experience, training, and education
that provides the required knowledge, skills, and abilities.
Licenses and
Certifications
Certification from
the State of Oregon as an A-Level Structural Inspector and the ability
to obtain certification as an A-Level Plans Examiner within six months
of hire.
An Oregon driver's
license is required at the time of hire.
