Summary
GENERAL DUTIES AND RESPONSIBILITIES
Under the general
supervision of the Supervising Civil Engineer, inspects work and materials
of contractors to assure compliance with contract documents of both
locally and Federally funded public works construction projects, pertaining
to the improvement of streets, sanitary sewers and storm drainage. Performs
related duties as required.
Essential Duties
1. Inspects work
and materials of contractors to assure compliance with contract specifications;
notes deficiencies in project work and notifies the contractor; maintains
a record of deficiencies.
2. Reads and evaluates
contract specifications and plans for assigned contracts; makes recommendations
for minor improvement changes in projects that also allow construction
to proceed in a timely manner.
3. Performs tests,
or initiates testing by a materials lab, of materials or equipment to
assure compliance with contract specifications; prepares detailed reports
of special test procedures and results.
4. Prepares contract
status reports and maintains a job diary; completes a file memo to record
unusual occurrences in field work.
5. Maintains positive
working relationships with contractors, the public, utility companies,
and other affected agencies.
6. Investigates
complaints between property owners and contractors.
7. Completes a written
report to include photographs and sketches of accidents, and/or property
damage, in and around work sites.
QUALIFICATION REQUIREMENTS
General Knowledge,
Skills, and Abilities
Knowledge of construction
inspection procedures, practices and methods; knowledge of materials
and methods used in a wide variety of public works construction; knowledge
of principles, practices and methods of civil and structural engineering,
as applied to public works facilities construction and inspection; knowledge
of City policies, procedures and regulations regarding contracts for
public works construction; knowledge of algebra, trigonometry and geometry;
knowledge of laws, rules, regulations and ordinances governing installation
of public works facilities; knowledge of general surveying techniques;
knowledge of applicable construction codes and ordinances; ability to
conduct inspections of assigned projects to determine contract and specification
compliance; ability to update drawings of record and provide as-built
sketches; ability to maintain detailed records of inspections; ability
to analyze construction plans, specifications and maps; ability to operate
the nuclear gauge and evaluate readings; ability to test a variety of
soil conditions and construction materials; ability to prepare technical
engineering reports, maps, drawings, and layouts from notes and sketches;
ability to perform a variety of engineering calculations; ability to
prepare financial reports and progress payments for individual projects;
ability to establish and maintain good public relations with contractors,
representatives of other agencies, and others concerned with public
works construction projects; ability to travel as required; ability
to conduct inspections safely at sites that are in various stages of
construction, and may require walking on uneven terrain, and climbing
ladders and scaffolding.
Experience and
Training
Completion, or equivalent,
of two years of college level coursework in drafting, trigonometry,
geometry, engineering, and mechanical drawing, plus related work experience,
typically three years of increasingly responsible experience in technical
engineering assignments, construction inspection, and surveying. Additional
related education may be substituted for the required experience, or
any combination of experience and training that provides the required
knowledge, skills, and abilities.
Licenses and
Certifications
Appointee must have
a valid Oregon driver's license at the time of appointment.
